DELIVERY OF RED MEAT AND COLD MEATS MADE OF RED MEAT, POULTRY MEAT AND COLD MEATS MADE OF POULTRY MEAT AND ANIMAL FATS

The 31 Baza Lotnictwa Taktycznego in Poland from Europe region has released this tender for 1. The subject of the contract is the supply of red meat and red meat cured meats, poultry and poultry cured meats, and animal fats for the 31st Tactical Air Force Base. 2. A detailed description, applicable documents, and quality requirements referred to in Article 246, Section 2 of the Public Procurement Law regarding the subject of the contract are included in Appendix No. 4 – "Draft contract and description of the subject of the contract." The scope of the contract is included in Appendix No. 1A to the Technical Specifications – price form. 3. The Ordering Party allows partial bids; the contract consists of two tasks: Task No. 1 – red meat, red meat cured meats, and animal fats, Task No. 2 – poultry and poultry cured meats. The Ordering Party does not limit the number of tasks for which the Contractor may submit a bid, but bids for individual tasks must be complete. Contract completion date: December 31, 2028. Estimated delivery commencement date: January 1, 2027. This date is specified due to public finance regulations, specified in Article 109 of the Act of August 27, 2009, and § 23, section 2 of the Regulation of the Minister of Finance of December 7, 2010, regarding the financial management of budgetary units and local government budgetary establishments, concerning the incurring of liabilities under contracts whose implementation in the following year is necessary to ensure the unit's continued operation. A consequence of the aforementioned regulation is its limited duration. The cited legal act, which is on par with the Public Procurement Law, indicates the objectivity of the introduction of these provisions, as it imposes on the Contracting Authority, as the administrator of public funds, the obligation not to violate the principles of budget spending and to maintain public finance discipline. Due to the above, and in accordance with the aforementioned normative documents, the Contracting Authority, as the third-level administrator of state budget funds, specifies a deadline for contract completion due to the obligation to settle budget funds with the state budget, through superior administrators of budget funds, in accordance with the principles set out in the Public Finance Act. In the Contracting Authority's opinion, the reason for specifying the deadline as a day is not a circumstance within the Contracting Authority's control, and the reason for applying the deadline of December 31, 2028, is objectively justified, in accordance with the public finance regulations cited by the Contracting Authority. In the event of a prolonged tender process, delivery will begin on the date of contract conclusion. A detailed description, applicable documents, and quality requirements referred to in Article 246, Section 2 of the Public Procurement Law regarding the subject matter of the contract are included in Appendix No. 4 – "Draft contract and description of the subject matter of the contract." The scope of the contract is included in Appendix No. 1A to the Technical Specifications – pricing form.Quantitative and qualitative acceptance of the goods will be carried out at the place of delivery (food service warehouse, located on the premises of the 31st Tactical Air Base, 61-325 Poznań, ul. Silniki 1), by persons authorized by the Ordering Party (warehouse workers), with the participation of the Contractor or its authorized representative, based on the invoice and the submitted order. 6. Delivery of the goods should be carried out successively, from 07:00 to 09:00: Tasks No. 1 and 2 - three times a week, i.e. Monday, Wednesday and Friday, in accordance with applicable quality standards and HACCP system procedures (requirements - quality, transport) and in the packaging indicated by the Ordering Party in Appendix No. 4 to the SWZ and Appendix No. 1 to the contract, under pain of refusal to accept the goods at the sole expense and risk of the Contractor. The Contracting Authority will cancel the procurement procedure if the budget funds that the Contracting Authority intended to allocate to finance all or part of the procurement are not awarded. The Contracting Authority hereby informs that entry of foreigners into military complexes requires prior written permission issued in accordance with Decision No. 107/MON of the Minister of National Defense of August 18, 2021. with tender notice no. 687880-2026 published on 07 Oct 2026.
