Development of STEŚ design documentation for the project entitled: "Expansion of national road no. 44 on the Oświęcim - Zaborze - Oświęcim section (preparatory process)"

The General Directorate for National Roads and Motorways in Poland from Europe region has released this tender for The subject of the contract is the studies planned to be performed as part of the contract entitled "Development of STEŚ design documentation for the task entitled: "Expansion of national road no. 44 on the Oświęcim - Zaborze - Oświęcim section (preparatory process)", from approx. km 56+600 to approx. km 58+500, including obtaining the Decision on Environmental Conditions (DŚU). The investment will be carried out along the existing national road no. 44 with a possible new route, e.g. on the section from the intersection of DK44 with Porębska Street to the new junction with Fabryczna Street. The design documentation should include the joints of the rebuilt section and the design link. The contractor should analyze the existing cross-section of the road and check the possibility of expanding it to 2x2, which should be confirmed by the necessary calculations. The scope of documentation development at the STEŚ stage includes in particular: (a) analysis of input materials, collection and analysis of archival materials and performance of measurements, tests, calculations and expert opinions, (b) preliminary definition of the material and financial scope of the project and determination of its effectiveness, (c) development of a traffic analysis and forecast. The Contractor will apply to the Department of Strategy and Studies at the GDDKiA Headquarters for input data and guidelines for the implementation of the AiPR, (d) preparation of a map for the development of STEŚ (e) development of variants of road reconstruction (or expansion) and determination of the types and basic technical parameters of construction objects, (f) execution of a geotechnical research program for the SGI (g) identification of geological conditions – preparation of a geological-engineering study, (h) preparation and approval of the Geological Works Project and hydrogeological documentation (i) performance of environmental observations and/or environmental inventory, (j) performance of environmental analyses, (k) specification of the material and financial scope consisting in determining detailed geometric solutions of roads, road engineering structures, field boundaries of the investment task as well as the bill of quantities and their cost estimate for the key elements of the project for the designed variants, (l) preparation of the Road Safety Opinion, preparation of materials for the Road Safety audit and materials taking into account the results of the Road Safety audit (m) performance of a multi-criteria analysis enabling the Ordering Party to select the most advantageous technical variants for further implementation, the contractor will agree on the criteria and weightings with the Ordering Party (n) providing information for making a preliminary investor decision regarding the selection of the variant preferred by the contractor, as well as the advisability, scope and time horizon of the investment task implementation, (o) participating in the ZOPI meeting, preparing materials for submitting the DŚU application for the preferred variant selected at the ZOPI meeting, (p) obtaining the DŚU. The above scope constitutes the basic scope. The Ordering Party anticipates the possibility of using options. The subject of the contract in the optional scope, i.e. in the scope,which may be commissioned to the Contractor to implement under the option right includes the preparation of a report on the environmental impact of the project - which is an element of TER STAGE II.
