The Military Training and Conditioning Center in Zakopanem in Poland from Europe region has released this tender for 1. The subject of the order is the delivery of light heating oil L-1 – referred to hereafter as "heating oil" – for heating purposes, depending on the current demand of the Buyer and its successive delivery to the Buyer's storage tanks, in the total quantity specified in Annex No. 2 – "Price Form". The maximum size of one delivery is up to 31 m3. 2. Light heating oil L-1 must comply with the quality standards specified in PN-C-96024:2011 (Petroleum products - heating oils) for type L-1, which should be reflected in the quality certificate (certificate) provided for each delivery batch. 3. Light heating oil L-1 must comply with Polish standards as well as the regulations of the Minister of Climate and Environment dated June 26, 2024, on quality requirements for liquid fuels (Journal of Laws No. 2024, item 1018), the regulations of the Minister of Energy dated March 1, 2017, on methods of quality testing for light heating oil, heavy heating oil, and marine engine oil (Journal of Laws No. 2017, item 584), and the Act of April 10, 1997, on Energy Law (i.e., Journal of Laws No. 2026, item 43). 4. By "delivery batch" is meant a single delivery of one type and grade of heating oil to the buyer, identified by a transport document (e.g., receipt, issuance certificate / attestation) and a quality certificate (certificate). 5. The quantity of heating oil delivered shall be invoiced according to the volume-based sales system for fuels, measured in m3 at a reference temperature of 15°C. 6. The contractor is responsible for the quality of the delivered heating oil. 7. Minimum parameters that the light heating oil must meet: 7.1. Minimum calorific value of 42.6 MJ/kg; 7.2. Maximum density at 15°C of 860 kg/m3; 7.3. Flash point above 56°C; 7.4. Maximum kinematic viscosity at 20°C of 6.00 mm2/s; 7.5. Maximum sulfur content of 0.1% (m/m). 8. Heating oil must be delivered using motor tankers in accordance with the requirements of standard PN-91/C-04024, equipped with inlet ends with legally certified "measuring devices" in units of liters. Deliveries must be carried out by specialized motor tankers equipped with devices that have important legal certification features – pumps and printers – indicating the exact amount of heating oil delivered at both actual and reference temperatures +15°C (the issuing devices must also have legal certification certificates issued by the Office of Weights and Measures). with tender notice no. 672085-2026 published on 07 Oct 2026.
