The State Water Management Polish Waters in Poland from Europe region had released this tender for The subject of the contract is to update the concept, develop a Functional-Utility Program, and obtain a decision on environmental conditions for the investment project entitled Flood protection in the Wątok stream valley in the Tarnów commune, as well as Skrzyszów and Ryglice, Tarnów County. Active flood protection design work includes: 1. Czernicha Reservoir 2. Szynwałd Dolny Reservoir 3. Japan Reservoir 4. Łękawica Górna Reservoir 5. Łękawica Reservoir 6. Bednarzówka Reservoir 7. Łękawica Dolna Reservoir Passive flood protection design work includes linear measures. — Area 1- Along the Wątok stream bed at km 0+653 — 3+060 in the city of Tarnów — Area 2 - Along the Wątok stream bed at km 3+330 — 5+782 in the city of Tarnów — Area 3 - Along the Strusinka stream bed at km 0+842 — 3+240 in the city of Tarnów — Area 4 - Along the Wątok stream bed at km 10+412 — 11+960 and the Wątoczek stream at km 0+189 - 0+462 in the town of Skrzyszów Górny — Area 5 - Along the Wątok stream bed at km 13+192 — 14+311 in the town of Skrzyszów Górny — Area 6 - Along the Wątok stream bed at km 22+710 — 22+975 in Zalasowa Niżna. All planned active and passive activities are discussed in detail in the annexes to the description of the subject of the contract, i.e., functional and utility programs, and concepts for individual structures. Scope of design work: 1. Concept. The contract covers a concept defining the direction of flood protection activities in the Wątok stream valley, i.e.: - development of an updated concept; - development of a conceptual design. a) Development of a concept defining the objectives and directions of activities as well as the current possibilities, methods, and estimated costs of conducting flood protection activities in the Wątok stream valley, and includes: - Inventory of the streambed in terms of existing hydrotechnical, regulatory, and bank protection structures, plotted on a base map and orthophotomap, along with photographic documentation and an assessment of the technical condition of the structures. - Preliminary geological survey for the planned investments, based on existing cartographic materials and cross-sections. - Inventory, acquisition, and development of geodetic materials, such as master maps, valley cross-sections, structure cross-sections, and riverbed cross-sections at a scale of 1:100/1000, to the extent necessary to develop the concept. - Hydrological and hydraulic calculations (one-dimensional hydraulic model) and designation of flood hazard zones for waters with a specific probability of exceedance of p=10%, 1%, and 0.2%. - As part of this task, the Contractor, in consultation with the Ordering Party, may use the hydraulic model for the Wątok Stream developed as part of the update of flood hazard and flood risk maps, executed in MIKE11 software. Please also note that the provided model constitutes an integral whole.Therefore, it is unacceptable to use the component data (such as cross-sections or boundary conditions) that were the basis for its development. The provided model also cannot be used for any other purpose. The Ordering Party also reserves the right to verify and approve the method of introducing new data. For this purpose, before performing the actual simulations, the model with implemented changes should be submitted for approval by the Ordering Party. - Analysis of the existing streambed condition in terms of environmental conditions for ichthyofauna and conducting a preliminary hydromorphological assessment, including analysis and description of phenomena that negatively impact the biological balance of the river, the dynamic balance of bottom sediments, and identification of biological and anthropogenic obstacles to the free migration of aquatic organisms. - Proposal of technical measures to protect the Wątok stream valley from floods, taking into account changes in infrastructure, terrain, density, and distribution of residential buildings. - Evaluation of the effectiveness of the proposed technical measures using a hydraulic model. - Development of estimated costs for implementing the planned measures. b) Development of a conceptual design for the technical solutions selected from the concepts and recommended for implementation, which will form the basis for developing a Functional-Utility Program and preparing a Project Information Document (KIP) along with an application for an environmental decision. The scope of the contract includes: - Conceptual design of the adopted technical solution, containing a technical description, orientation, site map, and necessary drawings, profiles, cross-sections, etc. However, the drawings are not required to be presented on maps for design purposes. 2. Functional-Utility Program: The subject of the contract includes the development of a Functional-Utility Program along with a calculation of the planned costs of design and construction works and a project information sheet for the project "Flood protection in the Wątok stream valley in the Tarnów commune, as well as Skrzyszów and Ryglice, Tarnów County." 3.
