Granting and servicing a long-term loan in the amount of PLN 6,900,000.00

The Lubartów City Commune in Poland from Europe region has released this tender for 1) The subject of the contract is the granting and servicing of a long-term loan for the Municipality of Lubartów in the amount of PLN 6,900,000.00 intended to cover the planned budget deficit and repayment of previously incurred loans. 2) Detailed terms of the contract, including quality standards referred to in art. 246 section 2 of the Public Procurement Act: 2.1) Loan characteristics: a) loan amount: PLN 6,900,000.00 (in words: six million nine hundred thousand zloty); b) loan purpose: covering the planned budget deficit and repayment of previously incurred loans; c) the loan period is set for the years 2026-2036; d) repayment of the principal will be made in 120 monthly installments payable by the last day of the month, starting from January 2027 in the following amounts: installments from no. 1 to 24 of PLN 15,000 each, installments from no. 25 to 72 of PLN 60,000 each (i.e. 48 installments), installments from no. 73 to 84 of PLN 65,000 each (i.e. 12 installments), and installments from no. 85 to 120 of PLN 80,000 each (i.e. 36 installments); e) interest will be repaid monthly, starting from the month in which the loan disbursement occurs. Interest will be accrued only on the amount of the loan actually used, and the basis for payment will be written notification from the Bank regarding the amount of accrued interest, received within 5 days before the payment date. The last interest installment will be payable in the month in which the last principal installment is repaid; f) the interest rate will be based on the WIBOR 3M rate, which is the interbank interest rate for three-month deposits adjusted by the banks margin, which is fixed during the duration of the agreement; g) The Ordering Party does not allow the application of other fees and commissions for granting the loan. h) signing the agreement will mean that the loan will be made available and used by the ordering party in tranches resulting from its needs by December 31, 2026; i) The Ordering Party reserves the right not to use the full amount of the loan and the right to early repayment of the loan (before the agreed dates) without incurring additional costs in the form of fees, commissions, etc. j) in the case of early repayment or overpayment of the loan, the Bank will recalculate the interest taking into account the paid or overpaid amount; k) the loan will be secured by a blank promissory note with a promissory note declaration and with the countersignature of the Municipal Treasurer; l) the submission of an offer by the Bank will be tantamount to a positive consideration of the loan application; 2.2) Additional information: 1) The Ordering Party declares that it is not in arrears with the payment of taxes and social security and health insurance contributions, 2) The Ordering Party declares that it has no receivables that would be secured by creditors in the form provided for by law, in particular by mortgage or pledge, 3) The Ordering Party informs that it has no liabilities arising from the purchase of receivables, forfaiting, e-financing, leasing, 4) The Ordering Party informs thatthat there are no enforcement attachments on the Ordering Partys bank accounts, 5) The Ordering Party informs that it has no overdue financial liabilities to banks or other financial institutions, 6) The Ordering Party informs that the municipality has not granted any sureties or guarantees in recent years, 7) The Ordering Party informs that it does not consent to submitting a declaration of submission to enforcement in the form of a notarial deed, 8) The Ordering Party informs that the Treasurers countersignature will be affixed to the promissory note and promissory note declaration. 9) Entities with capital links to the municipality: - Przedsiębiorstwo Gospodarki Komunalnej Sp. z o.o., REGON 060317799; 100% of shares; - Przedsiębiorstwo Energetyki Cieplnej w Lubartowie Sp. z o.o.; REGON 430967060; 100% of shares. with tender notice no. 714194-2026 published on 15 Oct 2026.
