“Heating and cooling systems based on heat pumps for buildings connected to the district heating network” which will be implemented in the form of a pre-commercial procurement (Pre-Commercial Procurement, hereinafter referred to as PCP)

Tender Summary

The National Centre for Research and Development in Poland from Europe region has released this tender for This Prior Information Notice (PIN) announces the publication by the National Centre for Research and Development (NCBR) of a pre-commercial procurement (PCP) procedure, the aim of which will be to develop solutions in the area of heat pump-based heating and cooling systems, dedicated to buildings connected to a district heating network (Procedure, Project). The project is being carried out as part of the non-competitive project entitled "Innovative Public Procurement", implemented by the National Centre for Research and Development under the European Funds for a Modern Economy 2021-2027 Programme, project number FENG 02.13-IP.07-0001/24. The research challenge is to develop an innovative, integrated heating and cooling system dedicated to public buildings connected to district heating systems, enabling effective heating and cooling functions and integration with the existing district heating network. The intended outcome of the R&D work is the development of a systemic solution based on the cooperation of a hybrid heating substation, a low-temperature water loop, and innovative zone heat pumps using a refrigerant with a GWP below 150, enabling the integration of heating and cooling functions within a single technological system. The adopted approach involves the use of a low-temperature internal building network and local energy conversion in functional zones, which will improve energy efficiency and reduce primary energy consumption. The system will have an architecture that allows for scalability and flexible adaptation to the diverse energy needs of buildings. The research and development work envisages the development and implementation of zone heat pumps as dedicated devices for separate areas, capable of providing heating, cooling, and domestic hot water preparation, as well as heat recovery and cooperation with a low-temperature water loop. The system concept assumes the use of bidirectional energy flow within the internal water network, enabling the balancing of energy demand between building zones. Additionally, integration with an energy management system is planned, utilizing measurement data and optimization algorithms to control the systems operation and increase the use of energy from renewable sources. The solution also includes the possibility of interoperating with the district heating system via a hybrid heat transfer unit, enabling both energy consumption and return, allowing for more efficient use of available resources and increasing the flexibility of the entire energy system. The final result of the project will be a solution enabling effective, scalable, and repeatable energy modernization of public buildings connected to district heating systems.with the possibility of further development towards local, integrated energy systems covering multiple facilities. The procedure is being conducted excluding the provisions of the Public Procurement Law (hereinafter referred to as the Public Procurement Law) on the basis of Art. 11 sec. 3 item 1 of the Public Procurement Law. The procedure will be open, transparent and non-discriminatory.
