The National Centre for Research and Development in Poland from Europe region has released this tender for This Prior Information Notice (PIN) announces the publication by the National Centre for Research and Development (NCBR) of a pre-commercial procurement (PCP) procedure, the aim of which will be to develop solutions in the area of ​​heat pump-based heating and cooling systems, dedicated to buildings not connected to the district heating network (Procedure, Project). The Project is being carried out as part of the non-competitive project entitled "Innovative Public Procurement," implemented by the National Centre for Research and Development under the European Funds for a Modern Economy 2021-2027 Programme, project number FENG 02.13-IP.07-0001/24. The research challenge is to develop an innovative, complete heating and cooling system in the form of a prefabricated container "machine room," in which all key system components will be connected and prepared in factory conditions. The lower source for the heat pumps will be atmospheric air. The use of prefabrication and standardized construction will significantly reduce the scope of installation work performed on-site, shorten implementation time, and increase the repeatability of quality and operational parameters. The system will feature a modular architecture, enabling flexible configuration depending on the energy demand and technical conditions of a given building, as well as incremental power scaling. The project envisages the development of solutions that reduce peak electrical demand through the use of an optimized control strategy for the heating and cooling system, as well as the integration and optimal utilization of available thermal and cooling energy storage. This approach aligns with the goals of reducing the load on the national power system during periods of maximum demand. An integral component of the solution will be a digital layer encompassing monitoring, remote monitoring, diagnostics, and predictive control systems for the system. The system will enable interoperability with local renewable energy sources by receiving information on energy availability or surplus, adjusting power consumption accordingly, and utilizing thermal and cooling energy storage. Interoperability will be based, at a minimum, on SG Ready state signals and the ability to quantitatively exchange information on available power, energy, or energy flexibility. The system will be designed to work with dynamic energy tariffs and local renewable energy sources, including by receiving information on energy availability or surplus and adjusting power consumption accordingly and utilizing energy storage. The Target Technology will be an integrated heating and cooling system that will provide space heating and cooling, as well as domestic hot water, while simultaneously ensuring thermal and cooling energy storage and integration with building Energy Management Systems and locally available renewable energy sources. The procedure is being conducted without regard to the provisions of the Public Procurement Law (hereinafter: the Public Procurement Law), pursuant to Article 11, Section 3, Item 1 of the Public Procurement Law.
