Management of municipal waste from residential properties in the Dębnica Kaszubska Commune in 2027

The Dębnica Kaszubska Commune in Poland from Europe region has released this tender for 1. The subject of the contract is the provision of a service consisting in the management of municipal waste collected by a waste collection entity selected in a separate tender from properties located within the Dębnica Kaszubska Commune, as well as the management of waste from the Municipal Waste Selective Collection Point in Dębnica Kaszubska. 2. The municipal waste management site will be a municipal facility located in the Pomeranian Voivodeship. 3. Estimated volume of waste to be managed: 2,808.74 Mg. 4. A detailed description of the subject of the task is included in Appendix 7 to the Technical Specifications – Description and Scope of the Subject of the Contract. 5. The Contracting Authority does not allow the submission of variant offers. 6. The Contracting Authority hereby informs that in this procedure it will apply the so-called reverse procedure. Pursuant to art. 139 sec. 1 of the Public Procurement Law, the Contracting Authority will first examine and evaluate the offers, and then subjectively qualify the contractor whose offer was rated the highest, in terms of the absence of grounds for exclusion and meeting the conditions for participation in the procedure. 7. Pursuant to art. 126 sec. 1 of the PZP Act, before selecting the best offer, the Ordering Party will request the contractor whose offer was rated the highest to submit, within a specified time limit, not shorter than 10 days from the date of the request, subjective evidence current as of the date of submission and a declaration under art. 125 sec. 1 of the PZP Act. Based on art. 112 sec. 1 and sec. 2 of the PZP Act, the Ordering Party establishes the following conditions for participation in the procedure: 1. conditions for participation concerning the authorizations to conduct specific business or professional activities – this condition will be deemed met if the Contractor demonstrates that it has the authorizations to conduct waste management activities in accordance with art. 27 of the Act of 14 December 2012 on waste (consolidated text: Journal of Laws of 2023, item 1587, as amended); 2. conditions for participation regarding technical or professional capacity – this condition will be deemed met if the Contractor demonstrates that it has: a) a municipal installation that meets environmental protection requirements or the requirements specified for such an installation, b) an installation for mechanical-biological processing of mixed municipal waste (MBP), c) an installation for composting green and biodegradable waste, d) an installation for storing waste generated in the process of mechanical-biological processing of municipal waste and waste sorting residues. with tender notice no. 717642-2026 published on 16 Oct 2026.
