Physical protection of people and property in buildings and selected trains

The "Koleje Mazowieckie - KM" sp. z o. o in Poland from Europe region has released this tender for 1. The subject of the order is the service of physical security of persons and property in the office building with a surcharge cash desk at 26 Lubelska Street and in the office building at 33 Lubelska Street in Warsaw as well as the service of physical security of persons and property in selected trains operated by the company "Koleje Mazowieckie – KM" sp. z o. o. 2. The order has been divided into 2 tasks: 1) Task No. 1 - the service of physical security of persons and property in the office building with a surcharge cash desk at 26 Lubelska Street and in the office building at Lubelska 33 in Warsaw, 2) Task No. 2 - service of physical protection of persons and property on selected trains operated by the company "Koleje Mazowieckie – KM" sp. z o. o. 3. A detailed description, scope, requirements and method of implementation of the subject of the order are included in the Draft provisions of the contract constituting Appendix No. 1 to the SWZ in the scope of task No. 1 and Appendix No. 1.1 to the SWZ in the scope of task No. 2. 4. In all provisions of the SWZ and its annexes that refer to standards, technical assessments, technical specifications and technical reference systems, in accordance with art. 101 sec. 4 of the Public Procurement Law, the Ordering Party allows the use of solutions equivalent to the solutions described in the standards, technical assessments, technical specifications and technical reference systems indicated in the SWZ and annexes if they allow for obtaining features or parameters not worse than those referred to in the SWZ and annexes. In the case of using equivalent solutions, the Contractor shall prove in the offer, in particular by means of the evidence referred to in art. 104-107 of the Public Procurement Law, that the proposed solutions meet the requirements specified in the description of the subject of the contract to an equivalent degree. 5. The Ordering Party requires the submission of the evidence referred to in Chapter III, section 5 of the Technical Specifications (if applicable). If the Contractor fails to submit the evidence in question, or the evidence submitted is incomplete, the Ordering Party will request the Contractor to submit or supplement the evidence referred to in Chapter III, section 5 of the Technical Specifications (if applicable), in accordance with the provisions of Art. 107, section 2 of the Public Procurement Law. 6. The Ordering Party requires that the Contractor and the subcontractor (in the event that the Contractor entrusts part of the contract to a subcontractor) perform the contract using security personnel employed under an employment contract. The method of documenting employee employment, the Ordering Partys rights to verify the Contractors compliance with the requirements, and sanctions for failure to meet specific requirements are included in the Draft Contract Provisions constituting Annex 1-1.1 to the Technical Specifications (as appropriate for a given task). 7. If the Contractor intends to refer to an official certificate referred to in the Act of August 5, 2025, on the certification of public procurement contractors, it is obliged to indicate this in Part II, Section A of the ESPD, providing: the certificate number and reference number,the full name of the certifying body that issued the document, the period of validity of the certificate and the exact scope of the grounds for exclusion or conditions of participation in relation to which the Contractor invokes this certificate. with tender notice no. 697669-2026 published on 09 Oct 2026.
