The Krakow City Roads Authority in Poland from Europe region has released this tender for Description of the subject of the contract: a) The subject of the contract is a social service provided 24 hours a day, 7 days a week, consisting in the physical protection of the KST tram tunnel together with two stops "Dworzec Główny" and "Politechnika" and the protection of the lower level of Rondo Mogilskie in Kraków based on the applicable legal acts: - Act on the protection of persons and property of August 22, 1997 (Journal of Laws of 2021 item 1995), - Act on means of direct coercion and firearms of May 24, 2013 (consolidated text: Journal of Laws of 2026 item 244). - Regulation of the Minister of Infrastructure of 23 June 2003 regarding information on safety and health protection and the safety and health protection plan (Journal of Laws of 2003, No. 120, item 1126) b) The Ordering Party has described the Subject Matter of the Order using the following annexes: draft contract provisions (PPU) constituting Annex No. 2 to the SWZ; the material scope constituting Annex No. 6 to the SWZ c) The provision of security services will be performed by employees entered on the list of qualified physical security employees, holding a certificate of entry on the list of qualified physical security employees within the meaning of the Act of 22 August 1997 on the Protection of Persons and Property. d) The Ordering Party, in accordance with Art. 121 of the Public Procurement Law, reserves the right for the Contractor to personally perform key parts of the order. By key parts of the order, the Ordering Party understands: the provision of direct physical protection of persons and property within the protected facilities by the Contractor's employees and the undertaking of immediate interventions by its own Intervention Group (subcontractors are not permitted in this scope). If contractors jointly apply for a contract, the scope of activities indicated above must be carried out by a Contractor who holds a current License from the Minister of Interior and Administration to conduct activities related to the protection of persons and property in accordance with the Act of 22 August 1997 on the Protection of Persons and Property (Journal of Laws of 2021, item 1995). e) The Ordering Party, in accordance with art. 95 sec. 1 of the Public Procurement Law, requires the Contractor to employ, on the basis of an employment relationship, persons performing the following activities: Security staff - performing the activities specified in the Material Scope, i.e. in Appendix No. 6 to the Technical Specifications. The Ordering Party allows the possibility of personal performance of the contract by persons conducting business activities or partners of a commercial law company. f) Before submitting their offer, the Contractor is obliged to conduct an on-site inspection. Failure to conduct an on-site inspection by the Contractor will result in rejection of their offer in accordance with art. 226 sec. 1 item 18 of the Public Procurement Law. The site visit will take place on 15/10/2026 during the Ordering Party’s working hours, after prior confirmation of participation in the visit by the employees of the Engineering Facilities Maintenance Department of ZDMK: Mr. Krzysztof Kozik (tel. no.: 12 6167556), Ms. Katarzyna Biadała (tel. no.: 12 6167292).Confirmation of the on-site inspection will be a report signed by representatives of the Ordering Party and the Contractor. g) Service implementation period: from December 1, 2026 to November 30, 2028. h) The public procurement procedure is conducted pursuant to the provisions of Article 132 in conjunction with Article 359 item 1) of the Public Procurement Act and Article 360 item 3) of the Public Procurement Act. with tender notice no. 700202-2026 published on 09 Oct 2026.
