The Masovian Voivodeship Roads Authority in Warsaw in Poland from Europe region has released this tender for 11. The subject of the contract is: Preparation of a technical, economic and environmental study for the task: construction of new routes of provincial roads No. 721 and No. 724 in the municipalities of Piaseczno and Konstancin-Jeziorna – procedure no. 195/26. The documentation should include the following studies: 1.1. Preliminary analysis of potential road corridors 1.2. Multi-variant technical, economic and environmental study 1.3. Final project presentation 2. A detailed description of the subject of the contract can be found in the Technical Specifications (Part IV of the Technical Specifications). 3. If the developed design documentation indicates trademarks, patents, origin, source or a specific process that characterizes the product or services delivered by a specific contractor, the Designer is obliged to allow equivalent solutions. If the design documentation refers to standards, European Technical Assessments, approvals, technical specifications and technical reference systems, the Designer allows solutions equivalent to those described. 4. The subject of the contract has not been divided into lots. It is not possible to divide the contract into lots, as the contract will cover a single design documentation, which can be prepared by a single Contractor. 5. The Ordering Party expects to award contracts referred to in Article 214, section 1, item 7 of the Public Procurement Law up to a net value of PLN 1,437,658.53. A similar contract will include: 1. Design work on the road section covered by the basic contract and on sections and areas adjacent to the road covered by the basic contract, in all sectors: road, sanitary, energy, telecommunications, and gas. 2. Geological surveys on the road section covered by the basic contract and on sections and areas adjacent to the road covered by the basic contract. 6. The Contractor is required to maintain third party liability insurance (OC) throughout the contract implementation period, at least to the extent equivalent to the scope of the service entrusted to be performed, and for a guaranteed sum of no less than PLN 1,000,000.00. The Ordering Party allows the Contractor to systematically submit insurance policies during the contract period confirming their third-party liability insurance meeting the above-mentioned parameters, instead of a single policy for the entire contract term. The Contractor is obligated to submit the third-party liability insurance policy no later than 7 days from the date of the contract. If the Contractor fails to submit the third-party liability insurance policy within 3 months of signing the contract, the Ordering Party will be entitled to withdraw from the contract for reasons attributable to the Contractor. 7. Contract completion deadline: 18 months from the date of contract signing. 8. The Contractor whose bid is selected as the most advantageous will provide a performance bond of 5% of the total price stated in the bid.The requirements for the performance security are described in Chapter XX, Part I of the Technical Specifications. 9. The Contracting Authority anticipates the application of the so-called reverse procedure, referred to in Article 139, Section 1 of the Public Procurement Law, i.e., the Contracting Authority will first examine and evaluate the offers, and then subjectively qualify the Contractor whose offer received the highest score, in terms of the absence of grounds for exclusion and meeting the conditions for participation in the procedure. 10. Pursuant to Article 257 of the Public Procurement Law, the Contracting Authority anticipates the possibility of invalidating the procedure in question if the public funds that the Contracting Authority intended to allocate to finance all or part of the contract have not been awarded to it. with tender notice no. 698719-2026 published on 09 Oct 2026.
