The Ministerstwo Rolnictwa i Rozwoju Wsi in Poland from Europe region has released this tender for 1. The subject of the Agreement is the provision of 24-hour direct physical protection services for persons and property, including monitoring, in the building of the Ministry of Agriculture and Rural Development in Warsaw at 30 Wspólna Street (hereinafter referred to as the "Building" or "Facility"), as well as intervention group support, specified in detail in the description of the subject of the order, hereinafter referred to as the "OPZ", constituting Annex 1 to the Agreement. 2. The services are provided in the facility referred to in paragraph 1, and within the area of ​​the following streets: Wspólna, Krucza, Parkingowa, and Żurawia, in accordance with the "Facilities Protection Plan of the Ministry of Agriculture and Rural Development." 3. Under the Subject Matter of the Agreement, the Contractor is obliged to cooperate with the Ordering Party in the scope of tasks related to national security regarding the protection of the building resulting from the Act of 26 April 2007 on crisis management (Journal of Laws of 2026, item 574, as amended) and the Regulation of the Council of Ministers of 25 March 2025 on the preparation of the national security management system (Journal of Laws of 2025, item 407, as amended). 4. A detailed description of the subject matter of the order constitutes Appendix No. 1 to the draft agreement (hereinafter: DSC). 5. The Ordering Party requires that the offered service, including all ICT products, ICT services and ICT processes used to perform the order, both as main elements and components, elements of the service provision environment or accompanying solutions, does not include: • ICT products, ICT services or ICT processes indicated in the recommendation referred to in Art. 33, sec. 4 of the Act of 5 July 2018 on the national cybersecurity system, stating their negative impact on the essential interest of the states security; • an ICT product, the type of which was specified in the decision on recognizing the supplier as a high-risk supplier, referred to in art. 67b sec. 15 of the Act of 5 July 2018 on the national cybersecurity system, or ICT services or ICT processes specified in this decision. Failure to meet the above requirement will result in rejection of the offer on the basis of art. 226 sec. 1 item 17 or item 19 of the Public Procurement Act, respectively. 6.
