The Social Insurance Institution in Poland from Europe region has released this tender for The subject of the contract is the provision of comprehensive ZUS KSI wide area network WAN services to the Ordering Party including 1 Data transmission services ensuring transmission at the ISO OSI layer 3 level and guaranteeing full mesh connectivity between all locations listed in Table 2 Table 4 and Table 5 of Appendix No 7 to the ToR 2 Implementation and maintenance services of the SD-WAN Network Management System For the duration of the contract the Contractor will lease to the Ordering Party the software and licenses as well as the hardware necessary to provide the SZS service in all of the Ordering Party s locations listed in Table 2 Table 4 and Table 5 of Appendix No 7 to the ToR 3 A detailed description of the subject of the contract is provided in Appendix No 7 to the ToR 4 Order completion date provision of comprehensive ZUS KSI wide area network WAN services to the Ordering Party within a period of a maximum of 4 years 48 months from the date of conclusion of the Agreement but not earlier than from November 30 2026 whereby 4 1 preparation and installation of the infrastructure to provide the KSI ZUS wide area network operator service including the leasing and delivery of devices and software will take place within a maximum of 6 months from the date of conclusion of the Agreement but not earlier than from November 30 2026 Implementation and technical period test period 4 2 central elements of the SD-WAN Network Management System and links for COO and ZCOO listed in Table 5 of Appendix No 7 to the SWZ must be implemented and launched within 3 months from the date of conclusion of the Agreement but not earlier than from November 30 2026 Implementation and technical period test period 4 3 the provision of comprehensive services of the KSI ZUS wide area network operator WAN and the provision of service and technical support services for all devices and software delivered by the Contractor should begin after the end of the Implementation and Technical Period and last for a maximum of 42 months but not earlier than from 31 May 2027 until the expiry of the Agreement term 4 4 the delivery to the Ordering Party of a set of credits or instructional vouchers for instructional sessions authorized certified by the manufacturer of the technologies used by SZS will take place within 60 days from the date of conclusion of the Agreement but not earlier than from 30 November 2026 The Ordering Party will use the provided instructional vouchers within 18 months from the conclusion of the Agreement but not earlier than from 30 November 2026 5 On-site inspection The Ordering Party consents to contractors interested in submitting a bid under the Proceedings carrying out an on-site inspection at the Ordering Party s locations at the bid preparation stage as referred to in Table 2 Table 4 and Table 5 of Appendix No 7 to the Technical Specifications 6 The Ordering Party envisages the possibility of awarding contracts referred to in Article 214 Section 1 Item 7 of the Act The Ordering Party envisages awarding a contract up to 50 of the value of the basic contract excluding training consistent with its subject matter and involving the repetition of similar services related to the need to relocate connection locations add new locations and additional devices in the KSI ZUS wide area network WAN The supplementary contract will be awarded on terms identical to the basic contract 7 Pursuant to Art 16b sec 2 of the Act the Contracting Authority hereby informs that it does not accept offers involving products or services originating from third countries i e from countries that are not European Union Member States or countries with which the European Union has concluded agreements guaranteeing reciprocal and equal access to the public procurement market referred to in Art 16a of the Act An offer containing such a product or service will be rejected pursuant to Art 226 sec 1 item 5 of the Act as inconsistent with the Technical Specifications 8 In order to assess whether an offer is subject to rejection referred to in point 7 the Contracting Authority will examine the origin of the product based on the country of jurisdiction of the product manufacturer and the origin of the service will be examined based on the origin of the Contractor entity providing it 9 The Ordering Party explains that the country of jurisdiction of the product manufacturer should be understood as the country whose law is applicable to the business activity conducted by the product manufacturer 10 The Ordering Party explains that in this procedure a product or service originating from third countries is understood as 10 1 delivery of infrastructure for the provision of the KSI ZUS WAN wide area network operator service including leased and delivered devices and software excluding inserts and cabling 10 2 provision of comprehensive services of the KSI ZUS WAN wide area network operator and the provision of service and technical support for all devices and software delivered by the Contractor on the terms specified in the DSC 11 The subject of the order are ICT products and ICT services within the meaning of the Act of 5 July 2018 on the national cybersecurity system consolidated text Journal of Laws of 2026
