Purchase of support services for the production of proprietary software - Body Leasing

The Social Insurance Institution in Poland from Europe region has released this tender for The subject of the order is the purchase of a proprietary software development support service – Body Leasing. A detailed description of the subject of the order (OPZ) is included in the Draft Contract Provisions constituting Appendix No. 2 to the ToR. 1. Pursuant to Art. 16b sec. 2 of the Act, the Contracting Authority hereby informs that it does not accept offers involving services originating from third countries, i.e. from countries that are not European Union Member States or countries with which the European Union has concluded agreements guaranteeing reciprocal and equal access to the public procurement market, referred to in Art. 16a of the Act. An offer containing such a service will be rejected pursuant to Art. 226 sec. 1 item 5 of the Act as inconsistent with the ToR. 2. In order to assess whether an offer is subject to rejection referred to in item 1, the Contracting Authority will examine the origin of the service based on the origin of the Contractor/entity providing it. 3. The Contracting Authority clarifies that in this procedure, a service originating from third countries means: 3.1. Providing comprehensive services related to: developing and modernizing the Departments domain-specific applications, improving the quality of the source code, expert support in the scope of system analysis of designed, produced, or modified applications, expert support in the scope of testing produced or modified applications, expert support in the scope of creating or editing application design documentation, organizing work as a Scrum Master on the part of the Contractor, consisting in the development and modernization of domain-specific applications along with the necessary documentation and documentation analysis, participation in meetings regarding produced or modified applications and documentation. 4. The subject of the order are ICT services within the meaning of the Act of 5 July 2018 on the National Cybersecurity System (consolidated text: Journal of Laws of 2026, item 20, as amended). with tender notice no. 716083-2026 published on 16 Oct 2026.
