The Paczków Commune in Poland from Europe region had released this tender for The subject of this contract is the design and execution of the Investment entitled: “Reconstruction of the Sewage Treatment Plant in Paczków.” The subject of the contract includes the comprehensive implementation of the Investment, in particular: a) preparation of complete design documentation, obtaining all necessary administrative decisions, opinions and approvals required by law, including, among others, a building permit and (if applicable) updating of the water law permit; b) execution of all Construction Works and delivery of machinery and equipment in accordance with the approved design documentation and FUP; c) exercise of author’s supervision during the execution of the construction works; d) conducting the full Commissioning and Trial Run process (Operational Test) together with confirmation of achieving the Control Parameters and Ecological Effect; e) obtaining the final decision on the occupancy permit on behalf of the Ordering Party; f) granting a Guarantee on the terms specified in the agreement; g) provision of Service (Service Support) within a period of 12 months from the date of signing the Final Acceptance Protocol for the Construction Works; Implementation of the investment in a floodplain. The scope of the contract also includes maintenance services, under the terms specified in the FUP. Following the flood in 2024, the technical condition of the existing treatment plant prevents its normal operation. Currently, the treatment plant is operating in a temporary configuration. The treatment plant requires urgent reconstruction, taking into account its location in a floodplain. Based on the requirements contained in the FUP, a new wastewater treatment plant with advanced mechanical and biological treatment systems, sludge management, power supply, control, and monitoring systems must be designed, constructed, and environmentally efficient. Meeting the location requirements for the reconstruction of the wastewater treatment plant in Paczków requires the design and construction of demolition works and technological facilities with parameters that guarantee the proper functioning and durability of the structure in the event of flooding and stormwater inflows that destabilize the treatment plant's operation, also taking into account the complex ground conditions described in the FUP. The design documentation prepared by the Contractor is subject to approval by the Ordering Party before obtaining a building permit and at the technical design stage. The Contractor will attach to the PAB design a list of the planned equipment, including the manufacturer's name and basic technical parameters regarding performance, power, and materials, consistent with the requirements specified in the PFU. After the plant is completed and commissioned, the Contractor will be required to document the required process guarantees specified in the PFU. In its bid, the Contractor will calculate the cost of providing full, free warranty service for a period of one year, including inspections (including materials, wear parts, lubricants, etc., as required) required by the equipment suppliers to maintain the warranty.A detailed description of the subject of the contract is presented in Part III of the Technical Specifications (SWZ), as well as the FUP (Part II of the SWZ).
