The Gmina Mstów in Poland from Europe region has released this tender for The subject of the order is the comprehensive implementation of a project involving the delivery, implementation, configuration, integration, and commissioning of the Buyer's information systems and telecommunication infrastructure, along with the necessary implementation services, data migration and digitization, data exchange configuration, conducting training and instructions, and the commissioning of e-services. Within the scope of the order, the implementation of an integrated GIS System with the Municipal Geoportal and modules supporting the execution of municipal tasks in the fields of spatial planning, cultural heritage inventory, municipal inventory, streets, and addresses (EMUiA), water supply and drainage infrastructure, road inventory, and tree felling services is included. The scope also covers the preparation, digitization, migration, processing, and import of required spatial data, as well as the commissioning of services and integrations enabling their use by the individual system modules. Within the GIS System, e-services at the 4th level of maturity will be implemented, enabling residents to electronically initiate and carry out official procedures, including submitting forms and documents and conducting electronic payments where required. These e-services will specifically cover matters related to spatial planning, property numbering, tree and shrub removal, private sewage treatment facility inventory, and road occupancy. The order also includes adapting and integrating the Electronic Document Management System (EZD), including preparing it for handling electronic documents related to the implemented e-services, automating document workflows, integrating with departmental systems and the National e-Service Delivery System, as well as performing the required data migration and conducting user training. The order also covers the delivery, implementation, and integration of departmental systems and the Project Portal, including solutions for e-payments, API mechanisms, and data exchange channels facilitating information exchange between systems, as well. The implementation of an e-application system for handling e-requests is also included. Departmental systems will handle processes carried out by the Buyer, including finance and accounting, taxes and local fees, invoicing and cash management, waste management, water and utility billing, asset management, and other areas specified in the Detailed Description of the Order (OPZ). Another element of the order is the delivery and commissioning of a mobile application for residents, integrated with the implemented systems and e-services, enabling residents to access information and maps, receive notifications and alerts, report outages and faults, manage payments, and access waste collection schedules. Within the scope of the order, the security level will be enhanced and the Buyer's hardware infrastructure will be supplemented through the delivery, configuration, and commissioning of a server with an operating system. The Contractor is obligated to perform all necessary work for the proper commissioning and operation of the delivered solutions, including delivering required licenses, installing and configuring software, data migration and import, implementing integrations, conducting tests, training and instructions, and transferring the required documentation. The detailed scope of the order, including functional, technical, integration, security, data migration, implementation, training, and hardware infrastructure requirements, is defined in Annex No. 1 to the SWZ – Detailed Description of the Order (OPZ). The requirements specified in the OPZ constitute an integral part of the order description and are binding for the Contractor. 6.1.
