Supply of diesel fuel for the transport equipment of the Clean City, Clean Commune Management Centre

The Union of Municipalities "Clean City, Clean Commune" in Poland from Europe region has released this tender for 1) The subject of the order is the delivery by the contractor to the ordering party of diesel fuel for the Union of Municipalities "Clean City, Clean Gmina": • delivery of diesel fuel in an estimated quantity of 280,000 liters to the Municipal Waste Disposal Plant "Orli Staw", Orli Staw 2, 62-834 Ceków, and • delivery of diesel fuel in an estimated quantity of 10,000 liters to the Municipal Waste Transfer Station in Sieradz, ul. Dzigorzewska 4, 98-200 Sieradz. 2) The description of the subject of the order and the description of the ordering party’s requirements regarding implementation and acceptance are specified in: - description of the subject of the order – Appendix No. 1 to the Technical Specifications, - draft provisions of the contract – Appendix No. 2 to the Technical Specifications. 3) The ordering party does not anticipate an obligation for the contractor to conduct an on-site visit or for the contractor to verify the documents necessary to perform the order available on-site at the ordering party. The ordering party anticipates the possibility of an on-site visit to the place of execution of the order. 4) In accordance with Art. 139 of the Public Procurement Law, the Contracting Authority will first examine and evaluate the offers, and then subjectively qualify the contractor whose offer was rated the highest, in terms of the absence of grounds for exclusion and compliance with the conditions for participation in the procedure. 5) The offer together with its attachments must be prepared in Polish. The offer should be prepared on the Offer Form or according to the same template, constituting Appendix No. 3 to the ToR. The offer must be submitted, under pain of nullity, in electronic form, i.e. in electronic form with a qualified electronic signature. 6) The contractor shall also enclose with the offer: a) a declaration on not being subject to exclusion and on meeting the conditions for participation in the procedure (JEDZ), referred to in points III.3.1)1.-9. of the ToR; b) Declarations concerning the grounds for exclusion under Article 5k of Regulation 833/2014 and Article 7 paragraph 1 of the Act on special solutions to counteract support for aggression against Ukraine and serving to protect national security, referred to in point III.3.1)10. SWZ (template constitutes Appendix No. 5 to the SWZ) and, if applicable, referred to in point III.3.1)11. SWZ (template constitutes Appendix No. 6 to the SWZ); c) documents confirming authorization to represent the contractor/contractor jointly applying for the award of the contract/entity providing the resources referred to in point I.2. SWZ – if applicable; d) Declaration of contractors jointly applying for the award of the contract referred to in point I.1.4)b) SWZ (template constitutes Appendix No. 4 to the SWZ) – if applicable; e) Trade secret claim – if applicable – in a situation where the offer or other documents submitted in the course of the procedure contain a trade secret, the contractor, when providing such information, stipulates that it cannot be made available and demonstrates that the reserved information constitutes a trade secret within the meaning of the provisions of the Act of 16 April 1993.on combating unfair competition; f) The obligation of the entity providing resources referred to in point I.1.5)a) – if applicable. 7) Amendments to the agreement are included in § 9 of the draft agreement provisions – Appendix No. 2 to the ToR. 8) Before concluding the agreement, the Contractor shall present current and paid civil liability insurance covering the activities conducted related to the subject matter of the contract for an amount of not less than PLN 2,000,000.00, which it will be obliged to maintain throughout the period of contract performance. 9) The Ordering Party does not require a deposit or a performance bond. 10) In point 5.1.6.1.2) of the Notice, the following words are added: The Contractor may confirm the fulfillment of the condition for participation (authorization to conduct a specific business or professional activity) by means of a valid contractor certificate, if the content of the certificate confirms the fulfillment of the condition for participation in the procedure to the extent required by the Ordering Party, and the data contained in the declaration referred to in Art. 125, sec. 1 of the Public Procurement Law, submitted with the offer, enable the Ordering Party to identify the certificate and obtain it independently. with tender notice no. 691313-2026 published on 07 Oct 2026.
