SZP/243-261/2026 Delivery of ATD test dummies with equipment and peripheral devices.

The Wrocław University of Science and Technology in Poland from Europe region has released this tender for 1. The subject of the order is the delivery of ATD research dummies along with equipment and peripherals. The order is being carried out as part of a research project financed by the National Science Centre (NCN), in the SONATA BIS 15 competition, project no. 2025/58/E/ST11/00359. 2. The delivered subject of the order must be brand new, complete, assembled, and ready for installation of the required instrumentation and for operation after integration and acceptance tests. "Brand new" means the subject of the order, unused prior to the date of delivery. 5. A detailed description of the subject of the contract can be found in Appendix No. 3.1 to the SWZ – OPZ. 6. The required deadline for completing the subject of the contract is: up to 6 months from the date of conclusion of the Agreement. 7. Pursuant to Art. 257 of the Public Procurement Law, the Ordering Party allows for the cancellation of the procedure in question if the funds that the Ordering Party intended to allocate to finance all or part of the contract have not been granted. 8. The Ordering Party allows for the application of the so-called reverse procedure referred to in Art. 139 sec. 1 of the Public Procurement Law, i.e. the Ordering Party will first examine and evaluate the offers, and then select the Contractor whose offer was rated the highest in terms of the absence of grounds for exclusion and compliance with the conditions for participation in the procedure. 9. The Contractor is bound by its offer from the deadline for submission of offers until 24/01/2027 (90 days). 10. The offer must consist of: 10.1. Contractors offer form – an interactive form available on the e-Zarządzanie Platform; 10.2. the declaration referred to in chapter VII item 1 of the SWZ - ESPD - interactive form available on the e-Zarządzanie Platform; 10.3. the declaration referred to in chapter VII item 1a of the SWZ - (as applicable) Declarations Annexes No. 5.1 and 5.2 to the SWZ; 10.4. (if applicable) the obligation of the entity providing the resources referred to in chapter VII item 6 of the SWZ; 10.5. (if applicable) demonstration of the reservation of information constituting a trade secret in accordance with chapter X item 6; 10.6. document(s) from which the right to sign the Tender is established in accordance with chapter X item 18 of the SWZ; (if applicable) appropriate powers of attorney in accordance with chapter X item 19 of the SWZ; 10.7. (if applicable) Declaration of economic operators jointly applying for the contract - in accordance with art. 117 sec. 4 of the Public Procurement Act. 10.8. SUBJECT EVIDENCE confirming that the supplies offered by the Contractor meet the requirements specified by the Ordering Party,Features of the description of the offered subject of the contract - technical specifications of the offered subject of the contract, together with any Information for Contractors - allowing for determining the compliance of the offered subject of the contract with the Ordering Partys requirements presented in Appendix No. 3.1 to the Technical Specifications (SWZ) - completed Appendix No. 3.2 to the Technical Specifications (SWZ) - Contractors Offer. The Ordering Party considers the Contractors Offer indicated by the Contractor in Appendix 3.2 to the Technical Specifications (SWZ) as the relevant evidence - confirmation of compliance with the requirements through the parameters offered by the Contractor. The requirement to indicate "Name, type, model, manufacturer" does not constitute relevant evidence. Pursuant to Art. 107 of the Public Procurement Law, if the Contractor has not submitted the relevant evidence or the submitted evidence is incomplete, the Ordering Party will request its submission or supplementation within the specified deadline. This rule does not apply if the evidence in question serves to confirm compliance with the features or criteria specified in the description of the offer evaluation criteria, i.e. supplementation/submission pursuant to Art. 107 sec. 3 of the Public Procurement Law (UPZP) does not require the Contractor to provide information assessed in the offer evaluation criteria, or despite submitting the evidence in question, the offer is rejected or there are grounds for invalidating the procedure. 11. The contract may be awarded to Contractors who are not subject to exclusion under the terms specified in Chapter VI of the Technical Specifications and meet the conditions for participation in the procedure specified by the Ordering Party. 11.
