Tender Summary

The Tatra County in Poland from Europe region has released this tender for 1. The subject of the order is the selection of a Contractor who will provide the Ordering Party with surveying and cartographic services consisting in updating the database of the Land and Building Register [hereinafter also referred to as "EGiB"] together with processing the hybrid cadastral map into vector form for the following districts of the Tatra County: 1) 121705_2.0505 Poronin in the Poronin cadastral unit, 2) 121703_2.0304 Czarna Góra in the Bukowina Tatrzańska cadastral unit, 3) 121703_2.0306 Jurgów in the Bukowina Tatrzańska cadastral unit, 4) 121703_2.0308 Rzepiska in the Bukowina Tatrzańska cadastral unit. Updating the EGiB database also includes creating a building database, supplementing information on land use contours in built-up areas, analyzing documentation collected at the PZGiK (Polish Geographical and Cartographic Association), as well as field verification and geodetic measurements. The Ordering Party allows the use of all types of geodetic measurements appropriate to the accuracy of the field details being measured, including photogrammetric geodetic measurements, cartometric geodetic measurements, and geodetic field measurements. According to the FEM Program principles, the Contractor is obligated to perform field geodetic measurements prior to commencing the main work, if they prove necessary to perform work involving the digitalization and sharing of EGiB data, while maintaining technical standards resulting from applicable law. 2. The Order is awarded in four Packages [also referred to as “Tasks”]: 1) Package – No. 1: Updating the land and building cadastral database for the Poronin district in the Poronin cadastral unit with transformation of the hybrid cadastral map into an object-oriented vector map, in accordance with the detailed requirements contained in the Technical Conditions constituting Appendix No. 9 to the Technical Conditions; 2) Package – No. 2: Updating the land and building cadastral database for the Czarna Góra district in the Bukowina Tatrzańska cadastral unit with transformation of the hybrid cadastral map into an object-oriented vector map, in accordance with the detailed requirements contained in the Technical Conditions constituting Appendix No. 10 to the Technical Conditions; 3) Package – No. 3: Updating the land and building cadastral database for the Jurgów district in the Bukowina Tatrzańska cadastral unit with the transformation of the hybrid cadastral map into an object-oriented vector map, in accordance with the detailed requirements included in the Technical Conditions constituting Appendix No. 11 to the Technical Specifications; 4) Package – No. 4: Updating the land and building cadastral database for the Rzepiska district in the Bukowina Tatrzańska cadastral unit with the transformation of the hybrid cadastral map into an object-oriented vector map, in accordance with the detailed requirements included in the Technical Conditions constituting Appendix No. 12 to the Technical Specifications. 3. The Ordering Party reserves that for the above-mentioned Packages,The works are to be carried out in the following scope and stages: Stage I: 1) Reporting the surveying work to PODGiK in Zakopane; 2) Obtaining data and materials from PODGiK in Zakopane; 3) Analysis of the existing surveying documentation held by PZGiK, together with an assessment of its suitability and method of use, and presenting it to the Ordering Party in accordance with the technical conditions; 4) Supplementing the working database of the land and building register based on the results of the analyses carried out; 5) Carrying out a field interview and situational measurements of buildings for which data was not obtained from the available materials held by PZGiK, obtaining descriptive information on the buildings; 6) Updating the working database of the register and supplementing it with data on the buildings; 7) Submitting the working database on buildings and the technical report on the completed Stage I work to the Ordering Party for inspection; 8) Inspection and acceptance of Stage I. Stage II: 1) Verification of analogue cadastral maps and collecting information enabling supplementation of the EGiB database in accordance with the conceptual model of EGiB data in the scope of: cadastral units, cadastral districts, plot boundaries, land use contours, classification contours, class-use areas, buildings, residential properties, cadastral entities; 2) Reconciliation of contacts with neighboring poviats, units or districts; 3) Transformation of cadastral maps from the KUL coordinate system to the national PL-2000 coordinate system; 4) Performing the final comparison of EGiB geometric and descriptive data; 5) Submitting the results of Stage II work to the Ordering Party for inspection in the form of a technical report, populating the EGiB database with the results of Stages I and II work; 6) Inspection and acceptance of Stage II. 4. The purpose of the work referred to above is to update the land and building cadastral database, along with processing the hybrid cadastral map into an object-oriented vector map, for four cadastral districts in Tatra County. As a result of the above-mentioned work, the land and building cadastral database for the cadastral districts indicated in the application will be 100% compliant with the applicable conceptual model. 5. Stage II: 1) Verification of analogue cadastral maps and collecting information enabling supplementation of the EGiB database in accordance with the conceptual model of EGiB data in the scope of: cadastral units, cadastral districts, plot boundaries, land use contours, classification contours, class-use areas, buildings, local properties, cadastral entities; 2) Coordination of contacts with neighbouring poviats, units or districts; 3) Transformation of cadastral maps from the KUL system to the national PL-2000 coordinate system; 4) Performing a final comparison of geometric and descriptive data from EGiB; 5) Submitting the results of Stage II to the Ordering Party for inspection in the form of a technical report, and populating the EGiB database with the results of Stages I and II; 6) Inspection and acceptance of Stage II. 4. The purpose of the work referred to above is to update the land and building cadastral database, along with processing the hybrid cadastral map into an object-oriented vector map, for four cadastral districts in Tatra County. As a result of the above-mentioned work, the land and building cadastral database for the cadastral districts indicated in the application will be 100% consistent with the applicable conceptual model. 5. The Contracting Authority hereby informs that this contract is co-financed by the European Funds for Małopolska 2021-2027, under Priority 1: European funds for research, development and entrepreneurship, Measure 1.7: Digital solutions for geodesy, project type A. Digitization of the district geodetic and cartographic resources to create spatial data sets in the EGiB database that are compliant with the applicable conceptual model. 6. The terms of contract performance are contained in the draft contract, which constitutes Appendix No. 8 to the ToR.for which data was not obtained from available materials located in PZGiK, obtaining descriptive information on buildings; 6) Updating the working cadastral database and supplementing it with data on buildings; 7) Submitting to the Ordering Party for inspection the working database on buildings and the technical report on the completed Stage I work; 8) Inspection and acceptance of Stage I.
