Winter maintenance of municipal roads in the Grudziądz commune in the 2026/2027 season

The Grudziądz Commune in Poland from Europe region has released this tender for 1. The subject of the contract is the provision of a service consisting of winter mechanical maintenance of municipal roads, i.e. snow removal (all roads) and black ice removal (from hard surface roads) from roads managed by the Mayor of the Grudziądz Commune. 2. The list of roads covered by the subject of the contract constitutes Appendix 1 to the Technical Specifications. 3. Estimated number of kilometers to be maintained: 9,700 km per year. Description of the road maintenance condition for Standard III winter road maintenance introduced by the Order of the Minister of Transport and Maritime Economy of October 25, 1994. The roadway is cleared of snow across its entire width. Snow has been gritted at: road intersections, railway intersections on sections with a gradient > 4%, and bus stops (bus bays). After the snowfall stops, loose snow may remain on the road for up to 6 hours, and snowdrifts and snow tongues for up to 6 hours. The effects of other atmospheric phenomena should be removed within the following time intervals: black ice, frost, rime, ice within 5 hours of noticing the occurrence of the phenomena, slippery conditions within 6 hours of noticing the occurrence of the phenomena. The Ordering Party encourages each Contractor to conduct an on-site inspection of the area where the services will be performed. 4. The average annual material consumption is 500 tons of sand and gravel and 150 tons of salt. 5. The Contractor will perform the service depending on needs and the severity of weather conditions immediately after receiving a telephone notification. The Contractor will provide a contact telephone number, which the Ordering Party will make available to residents of the Commune. 6. The Ordering Party informs that in the 2025/2026 season: 1) snow removal – 8,737.27 km of roads; 2) gritting – 11,817.86 km of roads; 3) snow removal and gritting – 8,460.35 km of roads; The anticipated (estimated) number of roads to be maintained during the contract period is 9,700 km, with the scope of the contract subject matter subject to increase or decrease. The minimum order value will not be less than 50% of the total bid price. 7. The kilometers of individual roads provided in Appendix 1 to the Technical Specifications are for informational purposes only. The Contractor will maintain roads only on those sections whose passability is necessary for smooth and safe traffic. The number of kilometers of municipal roads designated for winter maintenance will be clearly indicated in each case by an employee of the Ordering Party. 8. The kilometers of roads designated for winter maintenance do not match the number of kilometers of individual municipal roads listed in Appendix 1 to the Technical Specifications. 9. The maximum time for providing replacement equipment, in the event of a breakdown of the equipment designated for the service, is 3 hours.
