Winter road maintenance in the city of Biała Podlaska for the season 2026 – 2027

The subject of the order is winter road maintenance on the territory of the city of Biała Podlaska in the 2026-2027 season, carried out in accordance with Decision No. 118/24 of the Mayor of the City dated 11.06.2024 on the introduction of winter road maintenance guidelines (ZUD). 2. The winter season runs from 01 November 2026 to 31 March 2027. 4. Minimum road maintenance standards in the city: 1) Roads subject to first priority winter maintenance: a) National roads – enhanced standard 2; b) Voivodeship roads – standard 2; c) County roads – standard 3; d) Municipal roads – standard 3; 2) Roads subject to second priority winter maintenance – standard 4; 3) Roads intended for sanding – standard 4; 4) Access roads (service roads) to national roads – standard 4; 5) Agricultural roads – standard 6, subject to Article 6, paragraph 1. 6) List of roads and area summaries: a) National roads with connecting roads constitute Annex No. 1 to the SWZ; b) Access roads (service roads) to national roads, cleared only upon the Buyer's request, constitute Annex No. 2 to the SWZ; c) Streets subject to first priority winter maintenance constitute Annex No. 3 to the SWZ; d) Streets subject to second priority winter maintenance constitute Annex No. 4 to the SWZ; e) Streets subject to snow removal and sanding constitute Annex No. 5 to the SWZ; f) Agricultural roads, cleared only upon the Buyer's request, constitute Annex No. 6 to the SWZ. 5. The Buyer reserves the right to change the list of roads assigned to each priority level of winter maintenance. Changes to the list of roads do not require an annex to the contract. The Contractor will be notified in writing of any changes. The revised list of roads, within the scope of the changes made, replaces the previous decisions effective from the date of the change. 6. The Contractor's obligations are dependent on the city's road maintenance standards and include the following tasks: 1) Snow removal from street carriageways; 2) Ensuring continuous road passability for streets specified in Annexes 1, 3, 4, and 5 (2-4 standard winter road maintenance); 3) In case of heavy snowfall, the permissible time for road unpassability cannot exceed 4 hours for streets specified in Annexes 1 (access roads, service roads), national roads, Annex 4, and 5 (4 standard winter road maintenance); 4) In case of particularly difficult weather conditions, the permissible time for road unpassability is in accordance with the winter road maintenance standards in Biała Podlaska; 5) Continuous removal of slippery conditions using salt solution via a salt spreader for streets specified in Annexes 1, 3, and 4, or in case of need, sanding with a sand-salt mixture; 6) Removal of slippery conditions for streets specified in Annex No. 5 through sanding; 7) In case of heavy snowfall: a) Removal of snow from locations specified by the Buyer; b) Clearing agricultural roads specified by the Buyer; c) Clearing access roads (service roads) specified by the Buyer; 8) Conducting necessary 24/7 shifts and road surface inspections to ensure the appropriateness of equipment usage; 9) The Buyer reserves the right to withdraw from the Contractor's performance of part of the services in case of any work in the road lane. 10) The winter road maintenance standards managed by the Mayor of Biała Podlaska are defined by Decision No. 118/24 of the Mayor of Biała Podlaska dated 11 June 2024 on the introduction of 'Winter Road Maintenance Guidelines', which constitute Annex No. 7 to the contract. 7. The Contractor shall, at its own cost, provide facilities and space for the execution of ZUD activities and bear all costs associated with maintaining these objects during the contract period. 8. The Contractor is obliged to notify the Buyer at least 7 days before the start of the winter season of its readiness for ZUD. The Buyer will inspect the equipment and materials within 3 days of the notification. The equipment specified in § 4, paragraph 12 of the contract form and the quantities of materials collected in accordance with the ZUD guidelines are subject to Buyer's inspection. with tender notice no. 679075-2026 published on 07 Oct 2026.
