Acquisition of a coastal patrol ship

The GENERAL INSPECTORATE OF BORDER POLICE in Romania from Europe region has released this tender for The contracting authority purchases a coastal patrol ship. Pursuant to art. 221 par. (1) letter a) of Law no. 98/2016 on public procurement, the contracting authority uses contract review clauses in the procurement procedure as follows: A. Review clause regarding the replacement of the products offered with state-of-the-art products The contracting authority specifies that it will use the review clause for the delivery of state-of-the-art products in the event that the manufacturer of the initially offered products has declared the initially offered products as end-of-sale/end-of-life/end-of-support during the validity period of the contract. This clause includes all equipment in the ships' equipment. When applying the review clause, the value of the contract will not change and the replacement proposals will be analyzed by the contracting authority so that the technical specifications of the newly proposed products are equivalent or superior to the technical specifications of the initially offered products. The financing of the acquisition will be carried out from non-reimbursable external funds within the call BMVI/2023-2024/SA/1.2.2 as well as from the allocations of the National Program 2021-2027 Border Management and Visas / state budget, according to the information letter received from the financier no. AM26/1011132/07.05.2026. Requests for clarification regarding the award documentation will be submitted only through SEAP (https://e-licitatie.ro), by accessing the dedicated "Questions" section in the details of the ongoing award procedure. The contracting authority will respond clearly and completely to all requests for clarification/additional information on the 11th day before the deadline for submission of tenders, to the extent that these requests were submitted within the deadline mentioned in SECTION I, namely 19 days before the deadline for submission of tenders. In order to comply with the principle of equal treatment, interested economic operators will comply with the provisions of ANAP notification no. 247 on the method of submitting requests for clarifications and additional information to the award documentation / responses formulated in the case of conducting public procurement contract award procedures through electronic means (on-line), in the sense that the documents attached to the "Questions" section WILL NOT CONTAIN THEIR IDENTIFICATION DATA, as these will become public at the time of submitting the response by the contracting authority! with tender notice no. 670323-2026 published on 30 Sep 2026.
