BUILDING MODERNIZATION, EXTENSION AND CONSOLIDATION works within the project "NATIONAL PLATFORM FOR SEMICONDUCTOR TECHNOLOGIES"

The NATIONAL RESEARCH AND DEVELOPMENT INSTITUTE FOR ISOTOPIC AND MOLECULAR TECHNOLOGIES in Romania from Europe region has released this tender for Within the framework of the project "National Platform for Semiconductor Technologies (PNTS)", SMIS Code 2021+ 351364, Financing Contract no. G 2024-85828/390008/27.11.2024, AAd no. 1/01.10.2025, carried out by INCDTIM Cluj-Napoca as partner P6, it is intended to purchase the works of modernization, extension and consolidation of the building. The object of the acquisition/contract aims at the execution of the works identified in the Technical Execution Project no. 135/2025, including the related annexes, for the authorized objective "Works of modernization, consolidation, extension and storeying of the building - buildings C5 and C6", according to the requirements of the Specifications and the award documentation. The modernization, consolidation, extension and storeying works of the existing building, respectively of buildings C5 and C6, refer to the creation of a space intended for an EMC Anechoic Chamber, with a height equivalent to two floors, as well as the creation of spaces intended for research-development-innovation activities, distributed on two levels, located in continuation of the space intended for the Anechoic Chamber. The research-development-innovation activities to be carried out in the newly created spaces meet the requirements of the specific objectives of the PNTS project, in particular those regarding "the formation of the core of skills", "the development of adequate technological resources and capacities" and "technology transfer through collaboration with private partners co-opted into the consortium". The benefits anticipated by the Contracting Authority by carrying out the modernization, consolidation, extension and storeying works of buildings C5 and C6 include, but are not limited to: - the creation of a space for an EMC Anechoic Chamber, respectively an anechoic chamber in the electromagnetic field, intended to create the necessary conditions for research-development-innovation activities related to products with a technological maturity level higher than TRL 4, as well as for the provision of technical assistance and measurement services for industrial partners, compliant with commercial standards for EMC electromagnetic compatibility, EMI interference and EMS susceptibility; - the creation of a number of 13 spaces intended to host research laboratories and research staff, respectively: Laboratory for testing EMC electromagnetic compatibility, adjacent to the Anechoic Chamber; RF-microwave technique laboratory; Quantum optics laboratory; Optical-electronic fine mechanics laboratory; Laboratory for testing sensors obtained in thin film manufacturing processes; Quantum Communications Laboratory; Quantum Key Distribution (QKD) Testing Laboratory; Research staff spaces/laboratories in the current building. The project "Modernization, expansion and consolidation of the building", as part of the general project "National Platform for Semiconductor Technologies (PNTS)",contributes to the achievement of the project objectives regarding the revitalization of the national ecosystem in the field of semiconductor technologies, with a focus on research and development, innovation and technology transfer associated with the semiconductor value chain, in order to create innovative products and services with economic and societal impact. The PNTS project aligns with the national strategic initiatives within the Smart Growth, Digitalization and Financial Instruments Program 2021-2027, Priority 4 – STEP, Action 4.1 – Support for the development of strategic technologies for Europe – STEP. The number of days until which clarifications can be requested before the deadline for submission of offers is 18 days.
