The NATIONAL ROAD INFRASTRUCTURE ADMINISTRATION COMPANY SA through DRDP Cluj in Romania from Europe region has released this tender for The purchase of "Cleaning services: Cleaning services: Long-term service areas on the motorway: A10 - SEBES - TURDA, parking: km 4+200 Route I/km 4+500 Route II" is desired - Framework agreement - 48 months. These services are necessary to ensure and maintain the integrity and functionality of parking lots and sanitary facilities for access by all traffic participants. Estimated value of the framework agreement: • The maximum value of the framework agreement is 4,337,326.12 lei excluding VAT; • The minimum value of the framework agreement is 2,410,101.04 lei excluding VAT • The value of the largest Subsequent Contract 448,515.12 lei excluding VAT The minimum and maximum quantities of the framework agreement and subsequent contracts are in accordance with the Lists of quantities annexed to the Specifications. This framework agreement does not represent the legal basis for the commitment of public funds. Based on this framework agreement, subsequent contracts will be awarded which constitute the legal basis for payment. The contracting authority reserves the right to modify the contract in accordance with art. 221 of Law 98/2016, provided that these modifications do not fall within the provisions of art. 221 paragraph 7 of Law 98/2016, i.e. do not represent a substantial modification. Revision clauses according to art. 221 paragraph (1) letter a) of Law no. 98/2016, which anticipate any modifications that may occur in the performance of the contract are the following: 1). The parties to the contract - from the point of view of the change of name, statute, shareholding, form of the company, which do not entail the creation of a new legal entity, change of registered office; - regarding the possibility of replacing the initial contractor 2) Duration of the subsequent contract - extension of the contract duration, is possible under the conditions of art.221 letter e of Law no.98/2016 and can be achieved, based on the written request of the interested party accompanied by supporting documents through an Additional Act signed by both contracting parties. - reduction of the contract in the event of legislative changes and/or internal procedures, which may occur prior to the termination of the contract duration 3) Unit price of the services The contract price may be adjusted by updating in the event of legislative changes or administrative acts have been issued by local authorities that have as their object the establishment, modification or waiver of certain local taxes/duties, the effect of which is reflected in the increase/decrease of the costs on which the prices offered were based, and in other situations provided for by law. 4) Quantities - the need to supplement the services that are the subject of the framework agreement and that are necessary to achieve the results and performance or quality indicators of the initial procurement contract, etc. can be achieved, based on the written request of the interested party accompanied by supporting documents, through an Additional Act signed by both contracting parties.5) Payment methods - in case of possible changes in the legislation A. In accordance with the provisions of art. 160 paragraph (1) of Law no. 98/2016 with subsequent amendments and completions, the deadline by which any economic operator interested in participating in the public procurement procedure has the right to request clarifications or additional information in relation to the award documentation is 18 days before the deadline for submitting tenders. B. In accordance with the provisions of art. 160 paragraph (2) of Law 98/2016 with subsequent amendments and completions, the Contracting Authority establishes a single deadline within which it will respond clearly and completely to all requests for clarification/additional information on the 11th day before the deadline set for submitting tenders. *Any request for clarification sent after the date mentioned in point A) will be considered late. with tender notice no. 687046-2026 published on 07 Oct 2026.
