The General Inspectorate for Emergency Situations in Romania from Europe region has released this tender for The award procedure involves the conclusion of a service contract "Storage space rental services and related services": LOT 1 - Storage space rental services and related services - Bucharest-Ilfov region and LOT 2 - Storage space rental services and related services, region: Timiș County or Arad County within Grant Agreement no. 101140650— RescEU-MED-CBRN-RO, in accordance with the provisions of the Specifications no. 110.202 of 25.03.2025. Review clause: The procedure for awarding the public procurement contract is initiated under the review clause Pursuant to art. 221 para. (1) letter a) of Law no. 98/2016, as subsequently amended and supplemented, the contracting authority uses within the present procurement procedure the review clause regarding the option to supplement the initial contractual period. More specifically, in the event of identifying one or more sources of financing, the contracting authority may extend the contract validity period by a maximum of 48 months, in addition to the initial period. The estimated total value of the acquisition was established with the inclusion of the option of supplementation. Given the manner of applying the review clause, the financial proposal will be formulated for the definite period for which the contracting authority can contractually commit, namely 18 months. In order to extend the contract validity period, in the event of identifying one or more sources of financing, an addendum to the initial contract is to be concluded, in accordance with the provisions of art. 221 of Law no. 98/2016, with subsequent amendments and completions and of the Instruction of the President of ANAP no. 1 /2021. In the event that, by applying the review clause regarding the option to supplement the initial contractual period, the validity period of the contract will exceed 24 months, the unit price will be adjusted as follows: starting with the first day after the completion of 24 months from the signing of the contract, to determine the unit price in lei of the services, including related services, which will be used to establish the value of the contract, the following adjustment formula will be used, namely: PUa= (PUi * IPC)/100 PUa– represents the adjusted unit price; PUi-represents the initial unit price; IPC – represents the annual consumer price index communicated by the National Institute of Statistics for the year preceding the one in which the contract is intended to be concluded (https://insse.ro/cms/ro/content/ipc%E2%80%93serie-de-date-anuala). In the event that it is not published, the index from the previous year is used. Deadline within which the Contracting Authority will respond clearly and completely to all requests for clarification/additional information: On the 16th day before the deadline for submission of tenders.
