Contracting social services for 30 adult people with disabilities hosted in a residential center – Care and assistance center

The Consiliul Judetean Arad in Romania from Europe region has released this tender for In order to achieve the general objective of the Strategy for the Development of Social Services in Arad County 2021-2023, namely - ensuring quality social services to adults with disabilities classified as disabled, under the terms of Law no. 448 of 2006 on the protection and promotion of the rights of persons with disabilities, republished, with subsequent amendments and completions, for which a protection measure was established by the evaluation committee for adults with disabilities under the terms of the law, in a residential center such as the Care and Assistance Center, the Arad County Council, through the Social Services Contracting Department within the Corporate Governance, State Aid and Transport Service, pursuant to the provisions of art. 112 para. (3) lit. p)-r) in conjunction with art. 113 para. (2) of Law no. 292 of 2011, on social assistance, with subsequent amendments and completions, upon the motivated proposal of DGASPC-Arad, according to address no. 25855/21.10.2023, it was proposed to purchase social services for 30 adult persons with disabilities. The benefits (qualitative and quantitative, social and economic) to be obtained as a result of meeting the need are: - ensuring compliance with the requirements imposed by the minimum quality standards established by the provisions of the Order of the Ministry of Labor and Social Justice no. 82/2019 on the approval of the specific minimum quality standards mandatory for social services intended for adult persons with disabilities; - recovering from the County Council budget some amounts from the cost standard, by paying, in accordance with the legislation in force, the monthly maintenance contribution of beneficiaries who have their own income and are assisted in a residential center for adult persons with disabilities; - in order to increase the quality of life of the beneficiaries, adding the co-financing of the social service provider to the contract price, adding value to the contract; - reducing the costs advanced by the contracting authority by ensuring the space in which the activity is carried out by the service provider "and covering the additional costs, constitutes an important benefit for the contracting authority; - generating jobs for socio-professional categories in certain localities where recruitment measures and finding a job are deficient; - ensuring the provision of appropriate services (quantitatively and qualitatively) according to minimum quality standards, by ensuring the continuity of the conclusion of social service contracts, and the access of beneficiaries to safe and efficient services. with tender notice no. 708947-2026 published on 14 Oct 2026.
