Contracting social services for a number of 12 children/young people with special protection measures, hosted in residential centers - family-type homes - Lot 6

The Consiliul Judetean Arad in Romania from Europe region has released this tender for In order to achieve the general objective of the Strategy for the Development of Social Services in Arad County 2021-2030, namely - ensuring quality social services - regardless of the beneficiaries, with specific reference in our case to children/youth for whom the special protection measure of placement in a residential center - family-type home has been established, the Arad County Council, through the Social Services Contracting Department within the Corporate Governance, State Aid and Transport Service, pursuant to the powers vested in it according to the provisions of art. 112 para. (3) letter p and art. 113 para. (1) of Law no. 292/2011 of social assistance, with subsequent amendments and completions, at the proposal of the General Directorate of Social Assistance and Child Protection of Arad, according to address no. 24593/25.10.2024, the purchase of social services was identified for the 12 children/young people who currently benefit from social services, based on a social services contract concluded with a private social services provider whose validity expires on 13.04.2025. The objective need is to be satisfied through the purchase of social services under the terms of the law for children/young people in difficulty who need to establish a protection measure according to Law 272/2004, on the protection and promotion of the rights of the child, with subsequent amendments. Special child protection measures are established in accordance with the law and are applied based on the individualized protection plan, which provides for placement in a residential service licensed under the law (such as a family home). A family home is a dwelling that covers the essential needs of rest (accommodation), food preparation, education and hygiene, ensuring the minimum requirements for a maximum of 12 children, for whom the placement measure has been established, under the law. The placement measure is established by the child protection commission, in the event that there is the consent of the parents and, when there is no consent of the parents or, as the case may be, of one of the parents, for the establishment of this measure, the placement measure is established by the court, at the request of the general directorate of social assistance and child protection. Services for children/youth are provided based on the Individualized Protection Plan, which provides for the establishment of the protection measure - placement in a residential service. In accordance with the provisions of art. 160 paragraph (1) of Law no. 98/2016, as subsequently amended and supplemented, the deadline by which any interested economic operator has the right to request clarifications or additional information regarding the award documentation is a maximum of 20 days before the deadline for submitting bids,and the deadline within which the contracting authority will respond clearly and completely to all requests for clarification/additional information is the 12th day before the deadline for submitting offers according to Art. 161 of Law 98/2016. •The Contracting Authority reserves the right to make changes to the contract according to the provisions of Art. 221 of Law 98/2016, with subsequent amendments and completions. with tender notice no. 710568-2026 published on 14 Oct 2026.
