The ARTE SI EVENIMENTE URBANE BUCURESTI in Romania from Europe region had released this tender for The object of the contract is the provision of cultural event organization services - stage design, sound, lighting, video for the Bucharest Christmas Market, 19th edition, 2026, awarded through its own procedure for the services in Annex no. 2 to Law no. 98/2016 on public procurement - ed. By event organization services – stage equipment, sound, lighting, video, the Contracting Authority understands the provision of event organization services by providing technical equipment consisting of stage equipment, stage and floor structure, sound systems, lighting systems, video systems, audio-video connectivity equipment and systems, generator sets, electrical distribution and connectivity systems, as well as the equipment necessary to supply all functional areas of the event with electricity, together with the related personnel for assembly, operation and disassembly, including the round-trip transport of the equipment, as indicated in the specifications. The contract is executed in three stages: stage I – assembly, installation, connection and tests: 16.11.2026 – 26.11.2026 (connection of consumers by 26.11.2026, 12:00 p.m., respectively 6:00 p.m. for the fair area; test general on 26.11.2026, between 18:00 – 20:00), stage II – operation and maintenance during the event: 26.11.2026, 18:00 – 27.12.2026, 23:00, stage III – dismantling, return transport and site clearance: 27.12.2026, 23:59 – 31.12.2026, 22:00. In the event that the contract is signed after 16.11.2026, the deadlines are postponed accordingly. The tender notice is published through SICAP. Since SICAP does not allow the transmission of tender notices for its own procedure applicable to the services in Annex no. 2 to Law no. 98/2016, the only procedure that allows the publication of the tender notice being the open tender, in SICAP the type of procedure "open tender" is selected. This option is used exclusively to ensure transparency, the publication of the tender notice in SICAP and the electronic transmission of offers through SICAP. Although SICAP mentions the open tender, the procedure applied is the own procedure, carried out according to the own Procedure, and the deadlines, stages and rules of conduct are those established by it and by the award documentation. The services are part of Annex no. 2 to Law no. 98/2016, and the contract is awarded through the Contracting Authority's own procedure, according to art. 68 para. (1) let. h) and art. 111 of Law no. 98/2016, with a tender notice. Bidders may request clarifications no later than 2 days before the deadline for submitting offers.
