The general objective of the framework agreement is to prevent rapid wear and tear and to extend the operating life of buildings owned and managed by the local authority and/or educational units, the anticipated benefits not being limited to improving the conditions for carrying out activities in the buildings but also to complying with the provisions of art. 420 and art. 421 of Law 169/2026 on the Land Use, Urban Planning and Construction Code.
