The MUNICIPALITY OF WEDNESDAY CIUC in Romania from Europe region has released this tender for Custom software development services and accessories within the project "Development of an integrated facial recognition system and videoconferencing solutions for official meetings and interactions with citizens in the Municipality of Miercurea-Ciuc and the Commune of Leliceni." The object of the contract resulting from this procedure is the provision of the services identified in the technical documentation and related annexes. This project has the following objectives: ➢ 1. Implementation of an authentication system through facial recognition to facilitate quick and efficient access to the city hall offices, contributing to reducing queues and waiting time. - DIGITAL ACCESS CONTROL SOLUTION IN THE CITY HALL ➢ 2. Implementation of a module intended for the automatic management of time sheets, leaves and attendance statistics, thus optimizing internal administrative processes. - HUMAN RESOURCES SOLUTION ➢ 3. Use of advanced technology to record official meetings and automatically transform audio recordings into written transcripts, thus facilitating access to information. - SOLUTION FOR RECORDING, DOCUMENTING AND DISSEMINATING MEETINGS ➢ 4. Creating various communication channels for citizens, including chatbots for 24/7 assistance and implementing a participatory budgeting system, allowing citizens to actively engage in administrative decisions - CITIZEN COMMUNICATION AND PARTICIPATORY BUDGETING SOLUTION ➢ 5. Providing educational materials and information sessions to raise citizens' awareness of the importance of their participation in the budgeting process, as well as other topics relevant to the community - EDUCATION AND SUSTAINABLE DEVELOPMENT SOLUTION Contract duration: The duration of the services provided for in this contract is 6 months until the final receipt of the services, starting from the date of signing the contract by both parties subject to the provision of a performance guarantee. The term for the quantitative receipt of the solution is a maximum of 5 months and the term for the qualitative receipt is a maximum of 6 months calculated from the date of signing the contract by both parties, subject to the provision of a performance guarantee. The terms and conditions of the contract also include a warranty of at least 2 years. The warranty period runs from the date of final acceptance and is at least equal to the periods established in the specifications. The project "Development of an integrated facial recognition system and videoconferencing solutions for official meetings and interactions with citizens in the Municipality of Miercurea Ciuc and the Commune of Leliceni." falls under the scope of European Commission regulations 2021/C 373/01 - "Technical guidelines on climate change immunity in the period 2021-2027" on climate change immunity, being classified in the category of "other types of eligible infrastructure". Within the meaning of the provisions of art. 2 point 42 of Regulation (EU) 2021/1060, the notion of "climate proofing" means a process of preventing the vulnerability of infrastructure to the potential long-term effects of climate change, while ensuring compliance with the "energy efficiency first" principle and that the level of greenhouse gas emissions generated by the project is compatible with the climate neutrality objective set for 2050; In accordance with the provisions of art.160 para. (1) and (2) of Law 98/2016 with subsequent amendments and completions, the Contracting Authority will respond to requests for clarifications/information on the 11th day before the deadline for submission of tenders.
