The port area, including the CFR railway infrastructure inside the port, is connected to the national railway system and the TEN-T core network. As part of the CNCF ”CFR”-SA network, the railway infrastructure in the Port of Constanta must comply with the requirements of the European directives on the implementation of the single European space. Administratively, the railway lines in the Port of Constanta are located within the scope of the CF Constanța Regional Branch – CNCF „CFR” SA. The general objective is to improve Romanias economic competitiveness by developing the transport infrastructure that facilitates economic integration in the EU, thus contributing to the development of the internal market, with the aim of creating the conditions for increasing the volume of investments, promoting sustainable transport and connection to the European railway network. The waiting group has the role of parking/storing trains destined for the Constanța Port Zone A, Constanța Port Zone B, Constanța Port Mol V, Agigea Nord and Constanța Port Terminal Ferry Boat stations, for which the ship did not arrive for operation. The creation of this waiting group will substantially relieve the receiving-dispatching lines in the railway stations in the Port of Constanta of trains waiting to enter the front. The acquisition aims to design and execute the works related to the investment objective "Modernization of the railway infrastructure in the Port of Constanta - Stage I, Valu lui Traian", in order to bring the railway infrastructure to a level that corresponds to the provisions and requirements of the General Transport Master Plan of Romania, the specific European Union Regulations and Agreements, the TEN-T standards and the Technical Specifications for Interoperability. SUSPENSION CLAUSE: The award procedure is carried out under the incidence of this suspensive clause, in the sense that the signing of the design and execution contract will be done only after the financing source is secured. It is estimated that the period during which the suspensive clause applies is 12 months from the approval of the procedure report.Number of days until which economic operators may request clarifications before the deadline for submission of tenders: 22 days The contracting entity will respond to requests for clarifications on the 12th day before the deadline for submission of tenders. with tender notice no. 694489-2026 published on 08 Oct 2026.
