Design and execution of works within the investment objective "Rehabilitation and modernization of DJ 703 H Border County Argeș - Perișani - Titești - Boișoara - Câineni (DN7)", Vâlcea County

The JUDETUL VALCEA in Romania from Europe region has released this tender for Vâlcea County Council, based on the provisions of art. 22 of OG no. 43/1997 regarding the legal regime of roads: "The administration of county roads is ensured by the county councils, and of roads of local interest, by the local councils within their administrative-territorial range. The exception is the sections of county roads located within the built-up areas of urban localities, including the related works of art, arrangements and accessories, which will be under the administration of the respective local councils", in its capacity as administrator of county roads in Vâlcea County, has the task of permanently ensuring safe traffic on county roads. The national road DN 7 (Rm. Vâlcea – Sibiu), the most important road artery in Romania, which crosses the country from south to west, ensuring the passage of the Carpathian chain at its lowest elevation, is practically blocked at certain times of the day and during certain periods of the year, and cars have no other option to bypass the Olt Valley. As a bypass solution, DJ 703H, which has a parallel route with DN7, is a viable option because together with the other county roads (some of them rehabilitated or in the process of rehabilitation) it offers the possibility of bypassing the area between Câineni and Călimănești. Also, the county road DJ703H starts from the county border, the border between Argeș and Vâlcea counties, and the nearest locality in Argeș county is about 5 km away. Thus, it is observed the need to restore the road structure of the county road to ensure traffic comfort, considering that it is a variant for national road 7. In order to achieve the proposed objective, it is necessary to purchase design services and execution works. The investment objective is financed through the Anghel Saligny National Investment Project and from its own budgetary funds, according to the credits approved in the local budget for this purpose. Regarding the investment category of roads classified and classified as county roads, as well as bypass variants of localities, the Vâlcea County Council has approved the financing of the project "Rehabilitation and modernization of DJ 703 H Limită Jud. Argeș – Perișani – Titești – Boișoara – Câineni (DN7)", Vâlcea County, within the framework of the National Investment Program "Anghel Saligny", financing contract no. 3355 of 18.03.2024/7452 of 25.03.2024. This procedure for awarding the contract for design and construction services aimed to ensure the following: a) the documentation will comply with the framework content established by Decision No. 907 of November 29, 2016 on the stages of development and the framework content of the technical and economic documentation related to investment objectives/projects financed from public funds, with subsequent amendments and additions, according to which the order of development must be the following:  technical documentation for authorizing the execution of construction works - DTAC);  technical documentation for authorizing the execution of the works organization - DTOE);  technical execution project (PTE) and execution details (DE). b) technical assistance of the Designer during the execution of the works. c) execution of works to achieve the objective.
