DESIGN AND EXECUTION SERVICES FOR THE INVESTMENT OBJECTIVE "CONSOLIDATION/REHABILITATION OF THE VICTORY PASSAGE"

The ADMINISTRATIA STRAZILOR BUCURESTI in Romania from Europe region has released this tender for Within the framework of this contract, DESIGN AND EXECUTION SERVICES FOR THE INVESTMENT OBJECTIVE "CONSOLIDATION/REHABILITATION OF THE VICTORY PASSAGE" will be purchased. The expertise carried out in 2023, which establishes the current technical condition of the VICTORY PASSAGE, reveals the necessary works to bring the passage into a good technical condition, in accordance with the regulations in force. By achieving the investment objective, safe and comfortable traffic will be ensured on the "VICTORY PASSAGE" passage. The passage will also be brought into a technical condition corresponding to the resistance and safety requirements required by the standards in force. The intervention works are necessary to protect the existing construction, which over time may suffer significant degradation determined by the observed constructive deficiencies, caused, in particular, by infiltrations through joints and degraded waterproofing on the consolidated structures. The estimated value of the acquisition is made according to the provisions of art. 9 paragraph 1 of Law no. 98/2016 on public procurement: "The contracting authority calculates the estimated value of a procurement taking into account the total payment value, excluding VAT, estimated by the contracting authority, taking into account any possible forms of options and extensions of the contract explicitly mentioned in the procurement documents". The determination of the estimated value of the service contract was carried out in accordance with DALI, version 2 recommended by the developer. Thus, taking into account the general estimate, the monetary breakdown is presented as follows: Estimated value of 138,101,175.82 lei excluding VAT, of which: - estimated value C + M 130,898,253.60 lei excluding VAT (of which 888,000.00 lei excluding VAT construction works and installations related to the organization of the construction site), to which is added the value of machinery, technological and functional equipment (chap. 4.3 of the general estimate) of 1,650,000.00 lei excluding VAT, as well as expenses related to the organization of the construction site 1,200,000.00 lei excluding VAT; - estimated value for design services - 3,874,807.61 lei excluding VAT; - estimated value for technical assistance services from the designer - 478,114.61 lei excluding VAT. The estimated value of the contract to be awarded does not include the amount related to miscellaneous and unforeseen expenses, namely 27,385,221.12 lei excluding VAT, specified in the project budget (general estimate), which can be accessed, as the case may be, depending on the needs, by amending the contract under the conditions provided for in art. 221 of Law no. 98/2016 on public procurement, with subsequent amendments and completions. The number of days until which clarifications can be requested before the deadline for submission of offers is 18 days. The contracting authority will respond clearly and completely to all requests for clarifications on the 11th day before the deadline for submission of offers.In this case, the deadlines for receiving requests for clarifications, respectively for sending the contracting authority's response, were calculated so that economic operators benefit from the 10 days provided for by art. 161 of Law no. 98/2016. with tender notice no. 677448-2026 published on 07 Oct 2026.
