Notes: *) The number of days until which clarifications may be requested before the deadline for submission of tenders is 20 days. The contracting authority will respond clearly and completely to all requests for clarifications submitted within the aforementioned period, on the 11th day before the deadline for submission of tenders, respectively at least 10 days before this date, pursuant to art. 160 and art. 161 paragraph (1) of Law no. 98/2016 on public procurement. **) There are no limitations between chapters or subchapters of expenditure, tenderers having the right, as well as the obligation, to provide all costs resulting from the lists of quantities in the Feasibility Study (the 11 cost centers — Annex 3 to the Specifications), from the F5 technical sheets of medical equipment, respectively from the Technical Project that the Contractor is to develop, as well as from its tender. For chapter 5.1 "Site organization", each bidder has, on the one hand, the freedom, and on the other hand, the obligation to propose their own costs, depending on their own organization, the requirements of execution in an operating hospital and the requirements of the award documentation. ***) Bidders are allowed to use their own transport distances for material resources from suppliers to the work site. Within the technical proposal, bidders are obliged to indicate the main suppliers, as well as the transport distance from them. ****) When drawing up the offer, the provisions of Order no. 1568/2002 for the approval of the technical regulation "Guide on the elaboration of estimates at the level of categories of works and construction objects for investments made from public funds", indicative P 91/1-02, are applicable.in the sense that the norms in the estimate articles are indicative.
