The NATIONAL CENTER FOR THE DEVELOPMENT OF VOCATIONAL AND TECHNICAL EDUCATION in Romania from Europe region has released this tender for The main object of this contract is the provision of a complex IT solution, of the educational Enterprise Resource Planning (ERP) type, customized for the specifics of the Romanian school network. The purpose is not limited to the development of a web application, but aims to create and operationalize a digital economic simulation ecosystem, which would integrate B2B (Business to Business), B2C (Business to Consumer) and B2G (Business to Government) flows into a unitary architecture. Specifically, the scope of the contract covers the following major components: Complete digitalization of administrative flows: Transposition into digital format of the processes of establishing a company (ONRC simulation), of tax reporting and management of electronic invoices (ANAF/SPV and e-Factura simulation), as well as of human resources processes (ITM/Revisal simulation), thus eliminating the need for paper documents. Financial-banking simulation: Implementation of a "Core Banking" system virtual that allows real-time financial transactions between simulated entities, providing students with a clear perspective on cash flows, lending and electronic payments. Automated performance evaluation: Development of data analysis algorithms that allow automatic monitoring of the activity of simulated companies and granting the "Quality Mark" based on objective performance indicators (number of transactions, document accuracy, profitability), reducing the subjectivity of human evaluation. Ensuring continuity and stability: Implementation, configuration and operation of the application in the Government Private Cloud infrastructure, as well as ensuring application administration services, backup, evolutionary and corrective maintenance and technical support for a period of 5 years, in order to guarantee the continuous, secure and efficient operation of the platform throughout several educational cycles. Thus, by implementing ROCT, the Contracting Authority aims at the fundamental modernization of the entrepreneurial educational infrastructure, offering a centralized tool that transforms the teaching process from a theoretical one into a practical one, interactive and anchored in economic reality. The object of the contract is the development of a "turnkey" educational web platform, functional, tested and prepared for implementation and operation in the Government Private Cloud infrastructure, in accordance with the technical and operational requirements applicable to this infrastructure, which should integrate the following 21 critical modules and functionalities, detailed in the Specifications.
