The CONSILIUL JUDETEAN BRAILA in Romania from Europe region has released this tender for The subject of the contract consists of Rehabilitation and energy efficiency of buildings C1 C2 and C3 in Pavilion A of the Braila County Emergency Hospital The proposed general objective contributes to the achievement of the specific objective of Priority Axis 3 and Investment Priority 3 1 of the Regional Operational Program 2014-2020 Supporting energy efficiency intelligent energy management and the use of energy from renewable sources in public infrastructures including public buildings and the housing sector Specific Objective 8 2 - Improving the quality and efficiency of emergency hospital care Operation B - Public buildings call for projects with the title POR 2020 3 3 1 B 2 NE SE SM Call code POR 776 3 Specific objectives of the project 1 Increasing the energy efficiency of the building pavilion A buildings C1 C2 C3 Braila County Emergency Hospital Buzaului Road no 2 To achieve this specific objective works are proposed aimed at increasing the energy performance of the building which has the effect of reducing energy consumption for heating the spaces used while ensuring and maintaining the indoor thermal climate respectively reducing maintenance costs for heating and reducing greenhouse gas emissions 2 Rehabilitation and refunctionalization of the spaces in pavilion A buildings C1 C2 C3 of the Braila County Emergency Hospital To achieve this specific objective the project provides for modernization and refunctionalization activities of the spaces in which the Braila County Emergency Hospital operates The procurement procedure is initiated under the present suspensive clause in the sense that the conclusion of the public procurement contract is conditioned by the allocation of budgetary credits for this purpose the signing of the contract being made in compliance with the provisions relating to the commitment of expenses from the budgets falling under the legislation on public finances The Contracting Authority reserves the right to conclude the public procurement contract with the winning bidder only to the extent that the funds necessary for the procurement will be ensured by the allocation of budgetary credits for this purpose Through the steps it takes the CA estimates obtaining the financing in the period September-October 2024 If for whatever reason the budgetary credits will not be allocated the contracting authority reserves the right to cancel the award procedure in accordance with the provisions of art 212 para 1 letter c sentence 2 of Law 98 2016 with subsequent amendments and completions making it impossible to sign the public procurement contract The bidders in this procedure understand that the CA cannot be held liable for any damage in the event of cancellation of the award procedure regardless of its nature and regardless of whether the CA has been notified of the existence of such damage The bidders in this procedure accept the use of the above special conditions suspension clause assuming full responsibility for any damage they may suffer in the situation described The bidders are obliged to maintain their bid submitted in the procurement procedure valid and unchanged until the moment of signing the public procurement contract The number of days until which clarifications can be requested before the deadline for submission of bids is 20 days The contracting authority will respond to requests for clarification on the 11th day before the deadline for submission of bids According to art 160 of Law no 98 2016e the CA s obligation to respond to requests for clarification is conditioned by the transmission of requests for clarification within the deadline imposed by the award documentation in this case the deadline indicated in I 3 with tender notice no. 670262-2026 published on 07 Oct 2026.
