Framework agreement for the supply and commissioning of additional equipment and facilities, related to the investment objective "Raising pedestrian crossings and intersections in the vicinity of educational institutions and congested areas"

The SECTOR 3 AL MUNICIPIULUI BUCURESTI in Romania from Europe region has released this tender for The need for the acquisition results from the obligation to ensure the functional completion of the investment objective "Raising pedestrian crossings and intersections in the vicinity of educational institutions and congested areas", which aims to increase road and pedestrian safety within Sector 3 of Bucharest Municipality, through interventions on approximately 1,100 pedestrian crossings and intersections. Road infrastructure works and the construction of lighting infrastructure are already contracted within the objective. However, in order to ensure the operation of the system at the parameters provided for in the Technical Project, it is necessary to purchase active technological equipment, namely lighting systems for pedestrian crossings, signaling panels and variable messages, detection sensors and electrical distribution, control and command panels, as well as their assembly, configuration and commissioning. The equipment represents essential components of the smart public lighting system and the ITS warning system and is mounted on the infrastructure created through the other two contracts. In their absence, the executed infrastructure cannot be used at the capacity and for the purpose for which it was designed, and the investment objective cannot be completed from a functional point of view. At the same time, the acquisition is necessary to achieve the indicators and results assumed by the funding application related to the Bucharest-Ilfov Regional Program 2021–2027, Priority 5 – “An accessible region”, Action 5.2 – “Road safety actions addressed to the transport network”, as well as to comply with the requirements regarding energy efficiency, the DNSH principle, green procurement and investment sustainability. In accordance with the provisions of art. 160 para. (1) of Law 98/2016, the deadline by which any economic operator interested in participating in the public procurement procedure has the right to request clarifications or additional information in relation to the award documentation is 18 days before the deadline for submitting bids. In accordance with the provisions of art. 160 para.
