The Consiliul Judetean Arad in Romania from Europe region has released this tender for Arad County, through the Arad County Council as the contracting authority, organizes and carries out the procedures for awarding framework agreements/contracts for the acquisition and distribution of products related to the Romanian Schools Program at the level of Arad County, in the administrative-territorial units at the level of communes, cities, and municipalities that have decided not to assume responsibility for organizing and carrying out these procedures. In accordance with the provisions of art.8, para. 2 of Government Decision no. 652/2023, local public administration authorities at the level of counties, communes, cities, municipalities and administrative-territorial subdivisions of municipalities are responsible for drafting the award documentation and their supporting documents, organizing public procurement procedures, designating winners, concluding contracts/framework agreements with suppliers or providers, as well as monitoring and controlling the distribution of products and the implementation of educational measures. Supply of fruits, vegetables, milk and dairy products and bakery products within the Romanian Schools Program, for preschoolers in authorized/accredited state kindergartens and accredited private kindergartens with a normal 4-hour program and students in state and private primary and secondary education, as well as for preschoolers and students included in special education in Arad County, for the 2023-2024 school years, 2024-2025, 2025-2026, 2026-2027.Quantities requested: considering the above, it is necessary to conclude framework supply agreements for the three batches of products for four school years, respectively the school years: 2023-2024, 2024-2025, 2025-2026, 2026-2027 for an estimated minimum number of 41,500 children and for an estimated maximum number of 41,600 children. According to the address of the Arad County School Inspectorate no. 2307/19.09.2023, registered with the Arad County Council under no. 22,390/20.09.2023. The minimum estimated quantities of the framework agreement are 29,050,000 pieces of bakery products, 29,050,000 pieces of milk and dairy products and 12,284,000 pieces of fruit and vegetables. The maximum estimated quantities are as follows: - 29,120,000 pieces of bakery products; 29,120,000 pieces of milk and dairy products and 12,313,600 pieces of fruit and vegetables. The minimum estimated value of the framework agreement is 54,341,760 lei excluding VAT, the maximum estimated value of the framework agreement is 54,472,704 lei excluding VAT, the minimum subsequent contract is worth 13,585,440 lei excluding VAT, and the maximum subsequent contract is worth 13,618,176 lei excluding VAT. In accordance with the provisions of art. 160 para. (1) of Law no. 98/2016, as amended and supplemented, the deadline by which any interested economic operator has the right to request clarifications or additional information regarding the award documentation is a maximum of 20 days before the deadline for submitting bids,and the deadline within which the contracting authority will respond clearly and completely to all requests for clarification/additional information is the 12th day before the deadline for submitting offers according to Art. 161 of Law 98/2016. •The Contracting Authority reserves the right to make changes to the contract according to the provisions of Art. 221 of Law 98/2016, with subsequent amendments and completions. with tender notice no. 702499-2026 published on 12 Oct 2026.
