Framework Agreement on Services for the preparation of technical and economic documentation for public investments of the Municipality of Brașov for a period of 48 months

The MUNICIPIUL BRASOV in Romania from Europe region has released this tender for The purpose of the framework agreement is to establish the conditions that will govern the award of subsequent contracts for the provision of services for the preparation of technical and economic documentation related to the public investment objectives of the Municipality of Brașov, for a period of 48 months. The services will include, as appropriate, all design phases provided for by the legislation in force, the necessary studies and expertise, documentation for obtaining approvals and agreements, technical verification of projects, technical assistance from the designer and any other related services necessary for the implementation of the investments, as detailed in the Specifications and requested by each subsequent contract. The scope of investments provided for in the framework agreement includes civil construction, road and municipal infrastructure, urban mobility, urban regeneration, public space and green area development, energy efficiency, built heritage, sports, cultural, educational, health infrastructure, smart city projects and other investments within the competence of the contracting authority. The total estimated value of the framework agreement is: 170,485,000.00 lei excluding VAT The estimated value of the framework agreement was determined by reference to the estimated need for services for the 48-month period, based on the annual and multi-annual investment program of the Municipality of Brașov, the investments at various stages of preparation and implementation, the projects estimated to be promoted depending on financing opportunities, as well as the experience gained in carrying out similar contracts. The estimate took into account the complexity of each category of investment, the applicable design phases and the related services required. Minimum value of the framework agreement: 19,009,000 lei Maximum value of the framework agreement: 170,485,000 lei Minimum subsequent contract: 2,908,255 lei Maximum subsequent contract: 19,029,000 lei The estimated minimum and maximum quantities related to a subsequent contract, as well as the estimated minimum and maximum quantities related to the framework agreement are provided in the document “1.2. Annex with estimated minimum-maximum quantities for both the subsequent contract and the framework agreement”, an integral part of the award documentation. The subsequent contracts will be awarded during the duration of the framework agreement depending on the specific needs of the Contracting Authority, in compliance with the legal provisions regarding the commitment of expenses and within the limits of the legally approved budget credits for the respective investment objectives. The conclusion of the framework agreement does not represent a commitment of the Contracting Authority to purchase the maximum estimated quantity. Requests for clarifications and additional information from economic operators will be formulated exclusively through SEAP, respecting the minimum term of 18 days before the deadline for submitting offers, in accordance with art. 160 para. (1) and (2) of Law no. 98/2016.Clarifications requested after this deadline will no longer be taken into account. For questions submitted within the 18-day period, the Contracting Authority will communicate the official answers in the SEAP at least 11 days before the submission deadline, according to art. 161 par.
