The NATIONAL ROAD INFRASTRUCTURE ADMINISTRATION COMPANY SA through DRDP CLUJ in Romania from Europe region has released this tender for "Hygiene and cleaning services - Service spaces under the administration of DRDP Cluj" - 36-month Framework Agreement - LOT 1 - 4 Estimated value of the framework agreement for a period of 36 months: - Maximum: 11,631,839.56 lei excluding VAT - Minimum: 3,427,779.38 lei excluding VAT distributed by lots, as follows: I. Lot 1 - Service spaces on DN 19: km 76+700 right / km 77+870 left The maximum value of the framework agreement is 2,467,742.53 lei excluding VAT; The largest subsequent contract: 387,861.53 lei excluding VAT. II. Lot 2 - Service spaces on DN 19: km 22+250 right / km 22+400 left The maximum value of the framework agreement is 2,415,470.53 lei excluding VAT; The largest subsequent contract: 383,505.53 lei excluding VAT. III. Lot 3 – Service areas on A10: km 46+600 Route I / km 46+800 Route II The maximum value of the framework agreement is 3,374,313.25 lei excluding VAT; The largest subsequent contract: 413,881.37 lei excluding VAT. IV. Lot 4 – Service areas on A10: km 60+280 Route I / km 60+030 Route II The maximum value of the framework agreement is 3,374,313.25 lei excluding VAT; The largest subsequent contract: 413,881.37 lei excluding VAT. The minimum and maximum quantities of the framework agreement and subsequent contracts are in accordance with the annexes to the Specifications. Frequency and value of subsequent contracts to be awarded: min 2 - max 4 - per year. for all lots. The contracting authority reserves the right to modify the contract in accordance with art. 221 of Law 98/2016, provided that these modifications do not fall within the provisions of art. 221 paragraph 7 of Law 98/2016, i.e. do not represent a substantial modification. Revision clauses according to art. 221 paragraph (1) letter a) of Law no. 98/2016, which anticipate any modifications that may occur in the performance of the contract are the following: 1) Contracting parties; 2) Duration of the framework agreement/subsequent contract 3) Unit prices of the framework agreement/subsequent contract 4) Quantities 5) Payment methods and recovery of receivables 6) Subcontractors in accordance with the provision of the model framework agreement. This framework agreement does not represent the legal basis for commitment of public funds. Based on this framework agreement, subsequent contracts will be awarded that constitute the legal basis for payment. The award of subsequent contracts will be made according to the needs of DRDP CLUJ. The number and duration of the contracts will be established according to the budgetary funds that can be allocated for this purpose. Also, the award of subsequent contracts is possible only if the provisions regarding the commitment of expenses from the budgets that fall under the incidence of the legislation on public finances are respected. If the obtaining/approval of the financing of cleaning services from funds from the state budget is not achieved, the Contracting Authority will not award the subsequent contracts. Deadlines for submitting/responding to requests for clarifications/additional information: A.In accordance with the provisions of art. 160 paragraph (1) of Law no. 98/2016 with subsequent amendments and completions, the deadline by which any interested economic operator has the right to request clarifications or additional information in relation to the award documentation is a maximum of 18 days before the deadline for submission of tenders. B. In accordance with the provisions of art. 161 paragraph (1) of Law no. 98/2016 with subsequent amendments and completions, the deadline by which the contracting authority will respond clearly and completely to all requests for clarification/additional information is the 11th day before the deadline set for submission of tenders. *Any request for clarification sent after the date mentioned in point A), will make it impossible for the contracting authority to provide a response within the deadline mentioned in point B) and as a result any request for clarification within the aforementioned deadlines will be considered late. with tender notice no. 689038-2026 published on 07 Oct 2026.
