Increasing the energy efficiency of public buildings in Ialomița County

The JUDETUL IALOMITA in Romania from Europe region has released this tender for Design and engineering services, technical verification, technical assistance from the designer during the execution of the works and the execution of construction-assembly works for the investment objective: Increasing the energy efficiency of public buildings in Ialomița County, for the following lots: LOT 1 - "Increasing energy efficiency - Technological High School "Alexandru Ioan Cuza", building B, Slobozia" Lot II - "Increasing energy efficiency - National College "Mihai Viteazul", building A, Slobozia Municipality" LOT III - "Increasing energy efficiency - St. Andrei Middle School, Slobozia" LOT IV - "Increasing energy efficiency - Middle School no. 3, Building C1/A, Slobozia" LOT V-" Increasing energy efficiency - Extended program kindergarten PITICOT, Slobozia Municipality LOT VI - "Increasing energy efficiency - Extended program kindergarten JUNIOR, Slobozia Municipality” Suspensive clause: The procedure for awarding the public procurement contract is initiated under the incidence of this suspensive clause, in the sense that the conclusion of the public procurement contract is conditional on the allocation of budgetary credits for this purpose, respectively the signing of the financing contract. The signing of the public procurement contract is made in compliance with the provisions relating to the commitment of expenses from the budgets falling under the incidence of the legislation on public finances. Taking into account the provisions of Law no. 98/2016 on public procurement and GD no. 395/2016, with subsequent amendments and completions, the contracting authority specifies that it will conclude the contract with the tenderer declared the winner only to the extent that the funds necessary for the acquisition will be ensured by the allocation of budgetary credits for this purpose. If, for whatever reason, the budgetary credits will not be allocated, the contracting authority, after receiving the notification regarding the non-granting of financing, reserves the right to cancel the award procedure, in the absence of another source of financing, in accordance with the provisions of art. 212 paragraph (1) letter c) of Law 98/2016 with subsequent amendments and completions, making it impossible to conclude the public procurement contract. The bidders in this procedure understand that the contracting authority cannot be held liable for any damage in the event of cancellation of the award procedure, regardless of its nature and regardless of whether the contracting authority has been notified of the existence of such damage. The bidders in this procedure accept the use of the above special conditions/suspension clause, assuming full liability in relation to any damage they may suffer in the situation described. The maximum period for which the suspensive clause operates is 6 months from the date of approval of the procedure report.Number of days before the deadline for receipt of tenders until tenderers may request clarifications: 18 days. Number of calendar days before the deadline for receipt of tenders within which the contracting authority will respond clearly and completely to all requests for clarifications and/or additional information received from interested economic operators: 11 days.
