The EXPLOATARE SISTEM ZONAL PRAHOVA SA in Romania from Europe region has released this tender for The object of the contract to be awarded consists of the provision and performance of services for the development and implementation of an "INTEGRATED OPERATIONAL MONITORING INFORMATION SYSTEM" which will be able to ensure the long-term general sustainability of the company in terms of staff availability and mobility, from the perspective of ensuring logistical support and implicitly in terms of costs, during the agreed period and in accordance with the obligations assumed by the contract, with the following main components: 1. GIS component, which will allow the management and analysis of spatial data concerning the entire water production infrastructure and water networks (captures, supply lines, transport networks, etc.) 2. SCADA component - modernization and improvement of the system 3. IoT integrated information system component and digitalization a Smart metering component, consisting of a number of new flowmeters equipped with an IoT communication module, which will create a unitary system for monitoring water networks b Digital platform component for collecting data from flowmeters and managing information from flowmeters (MDC - Meter Data Collection) C Digital platform component for storing and analyzing data from flowmeters, as well as for the general management of the flowmeter fleet (MDM – Meter Data Management) The general objective of the project is to optimize the operation and monitoring of the infrastructure, detect losses or topology or network execution defects by: installing an efficient metering and monitoring system; implementing an integrated IT system for infrastructure and water loss management, which offers specific solutions for the management of water supply and distribution; a system that integrates existing systems and provides the foundation for further developments, creating the foundation of the smart water network. Achieving this objective will ensure the efficiency and sustainability of investments in the water sector and will allow accelerating decisions to improve the quality of service, maintaining the main parameters (pressure, flow, quality) at a high level, but also customer satisfaction in terms of operability. The IT system proposed to be purchased will be a completely new platform, common to user groups and target activities, with a core of databases and operating systems compatible with the existing SCADA system, for integration and interoperability. It will be a unitary construction, but with user rights structured on distinct customized modules. These modules are distinct, customized software applications, on user groups, which allow both editing field data, as well as adding files such as images, pdfs or videos to the common database/storage system, as well as user access to all technical information,telemetry, SCADA and geospatial (GIS). The software modules will be of the web type with GPRS-GSM data transmission, but will allow editing and access to all GIS project data or without map components and in the absence of GSM signal, on deficient areas with subsequent automatic or semi-automatic synchronization. The applications will be secured for each device by password and username and will be able to operate on the project implemented locally and offline on the installed module, as well as via WEB/online. Economic operators will be able to request clarifications or additional information in relation to the award documentation 19 days before the deadline for submission of offers.
