Procurement of IT services for the provision of a SaaS platform, based on an annual access fee, for the analysis of online audiovisual content

The NATIONAL AUDIOVISUAL COUNCIL in Romania from Europe region has released this tender for The main objective of the acquisition is to access a modern software solution, based on cloud infrastructure, which will ensure integrated analysis of audiovisual content in the online environment and support the monitoring process of radio/TV programs. The software solution must allow advanced analysis of the media and online information ecosystem, including the identification of themes, trends and relationships between information sources, in order to support the analysis and monitoring activities carried out by the CNA. The software solution will constitute an indispensable working tool for the CNA staff, providing automatic mechanisms for collection, classification, analysis and reporting, as well as functionalities for organizing materials by cases. Through this system, the CNA will be able to quickly identify content that may contravene audiovisual legislation, generate objective reports and substantiate regulatory and sanctioning decisions. Specifically, the software solution will support the Beneficiary to: - analyze content flows in the digital environment, including video sharing platforms; - identify and document illegal or harmful content, with a focus on the protection of minors and combating hate speech; - observe the dynamics of networks of inauthentic or coordinated accounts and their impact on the public space; - integrate and analyze transcripts of programs broadcast by radio and TV stations, extracting relevant themes and indicators; - generate statistics and thematic reports, adapted to institutional needs and legal obligations. The need for this acquisition derives from the NAC's mission to protect the public interest, guarantee pluralism and contribute to strengthening the resilience of society in the face of information risks. The solution will contribute to increasing internal efficiency, to the professionalization of analysis and monitoring processes and to the transparency of the regulatory act, strengthening the NAC's position as a guarantor of compliance with audiovisual legislation in Romania. The detailed requirements, functional and non-functional, are provided in the Specifications no. 10358/14.09.2026, chap. 5–8, which is an integral part of the award documentation. Requests for clarification or additional information shall be submitted by economic operators no later than the 20th day before the deadline for submission of tenders, exclusively through SEAP, section "Requests for clarification/Questions/Communications" within the award procedure. The contracting authority shall respond, clearly and completely, to all requests for clarification or additional information addressed within the above deadline, no later than the 11th day before the deadline for submission of tenders, in compliance with the minimum deadline of 10 days provided for by art. 161 paragraph (1) of Law no. 98/2016 and with the correlation of deadlines imposed by art. 27 paragraph (2) of Legislative Decree no. 395/2016. The consolidated response shall be published in SEAP, in the section "List of clarifications, notifications and decisions" within the tender notice.
