Procurement of parts for steering systems, front steering axles and rear driving axles of MENARINI and KARSAN buses

The RATBV S.A. in Romania from Europe region has released this tender for The object of the procurement is the supply of parts for the steering systems, the front steering axles and the rear driving axles of the MENARINI and KARSAN buses from the RATBV SA fleet, necessary for the maintenance and repair of the vehicles. The procurement is divided into three lots, described below in this documentation. The procurement is necessary to ensure the parts used for the maintenance and repair of the buses from the RATBV SA fleet. The anticipated benefits are: reducing the periods of immobilization of the buses; maintaining the availability of the fleet necessary for the implementation of the transport program; ensuring the continuity of the public transport service; maintaining the vehicles in proper operating and safe conditions; reducing the risk of delays in carrying out repairs due to the lack of necessary parts. The technical diversity of the fleet requires the continuous provision of parts corresponding to each type of vehicle. This procurement meets the need for maintenance and repair of the MENARINI and KARSAN buses, in order to maintain them in working condition and ensure the continuity of the public transport service. The codes listed in the annexes to the specifications are OE codes assigned by the vehicle manufacturer and are used to identify the requested parts and their compatibility with the buses in the RATBV SA fleet. The indication of a reference code assigned by the vehicle manufacturer does not constitute, in itself, proof that the specific product offered is OE. The classification in the OE or OEM category is established for each product offered, identified by manufacturer, brand and unique code, based on the supporting documents provided for in the specifications. The products and quantities required are included in the annexes to the Specifications, which are an integral part thereof, the acquisition being to be carried out on the basis of a Framework Agreement for 48 months, through subsequent contracts, concluded with a biannual frequency, depending on the needs of the contracting entity, with the resumption of the competition. This frequency is of an estimative nature, the subsequent contracts being awarded according to the actual needs of the contracting entity. The number, validity period and value of the subsequent contracts will be established at the time of award, according to the actual needs of the contracting entity, within the limit of the object, quantities and maximum value of the framework agreement relating to the respective lot. The validity period of each subsequent contract will not exceed 31 December of the year in which it is concluded. The award of the subsequent contracts will be achieved by resuming the competition between the economic operators signatory to the framework agreement, in accordance with the provisions of the award documentation and applicable legislation. At the stage of awarding the subsequent contracts, the resumption of the competition will be achieved partially,respectively the price, and the delivery term. The mechanism for awarding subsequent contracts by resuming the competition will be carried out with a biannual frequency, while the unit prices in the Framework Agreement will be subject to adjustment/indexation with an annual frequency (every 12 months from the date of signing the framework agreement), based on the adjustment formula established in this documentation. Within each procedure for resuming the competition, the starting prices (maximum permitted ceilings) will be the unit prices in the Framework Agreement in force on the date of sending the invitation to re-bid, respectively: the initial prices offered (for competition resuming in the first 12 months) or the prices updated by the annual adjustment formula (for competition resuming organized after each year of the Framework Agreement). with tender notice no. 700979-2026 published on 12 Oct 2026.
