The JUDETUL VRANCEA (CONSILIUL JUDETEAN) in Romania from Europe region has released this tender for The acquisition of specialized project management consultancy services will ensure the necessary framework for the efficient implementation of the project "Modernization of road infrastructure of county road 205P between the localities of Ivăncești - Făurei, Precistanu - Balta Raței Mircești and DJ 204D - Mândrești - DN 23", SMIS code 352769, in compliance with the obligations assumed by the financing contract, the requirements of the financier and the applicable legislation. The consultancy services will aim to support the beneficiary in the general coordination of the project, monitoring physical and financial progress, monitoring compliance with the assumed deadlines, managing documents related to the implementation, supporting the procurement process, monitoring contracts, verifying that expenses are included in the approved budget, as well as preparing the documentation and reports requested by the financier. Proper implementation of the project requires permanent monitoring of the degree of achievement of the activities, the assumed indicators and the proposed results, as well as the identification and management of any risks that may arise during the project. In this context, the experience and skills of an economic operator specialized in the management of projects with non-reimbursable financing represent an important element for ensuring an efficient and compliant implementation. Thus, to achieve this objective, the tenderer declared the winner of the award procedure will provide at least the following categories of services: -coordination and monitoring of the implementation of the project from an administrative, technical and financial point of view; -supporting the implementation team in organizing and carrying out the activities provided for in the Financing Contract; -monitoring compliance with the implementation schedule, indicators and project results; -providing assistance for the development, verification and updating of the documents necessary for the implementation of the project; -support for the preparation of reimbursement/payment requests, progress reports and other reports requested by the Managing Authority; -monitoring the fulfillment of the contractual obligations assumed by the Beneficiary and the economic operators involved in the implementation of the project; -monitoring risks and formulating measures to prevent or mitigate their effects on the implementation of the project; -providing assistance in the relationship with the Managing Authority, monitoring, verification and control bodies, as well as with other factors involved in the implementation of the project; -providing assistance for the use of the MySMIS platform and for the preparation, verification and transmission of documents related to the implementation of the project, respecting the competences and responsibilities of the Beneficiary. -preparing activity reports, as well as those established by the application and the financing contract.Additional details can be found in the Specifications.
