PROVIDING DIGITALIZED ECOLOGICAL ISLANDS IN THE CITY OF CISNADIE

The Orasul Cisnadie in Romania from Europe region has released this tender for Brief description of the procurement: "Supply of digitalized ecological islands in the City of Cisnădie", including transport, unloading, handling, assembly, positioning, mounting, anchoring, installation, configuration, commissioning, testing, training, warranty, maintenance and digital services. The contract has as its object the supply, installation and operationalization of 23 above-ground digitalized ecological islands, composed of a variable number of modules for each site, within the limit of the total quantity of 92 modules, according to the annexes to the Specifications. Each eco-island will include, as appropriate: protective modules/boxes, 1,100-liter mobile containers, ramp, base leveling system, waste insertion devices, actuation and locking mechanisms, accumulators, control units, card readers, filling sensors, communication equipment (router/GSM module), access cards, firmware, mobile application and software platform. The input devices are drums for the residual and biodegradable fractions, and hatches for the recyclable fractions. The actuation and locking mechanisms include the actuator and the electro-yala. The modules are placed on site without anchoring to the platform. The contractor will fully carry out all the operations necessary to hand over the system in working condition: transport, insurance, unloading, handling, assembly, positioning, fixing, installation, cabling, configuration, card programming, commissioning, testing, training and handing over the documentation. NOTE: Economic operators will be able to request clarifications a maximum of 20 days before the deadline set for submitting offers, the contracting authority responding clearly and completely to all requests for clarification/additional information on the 11th day before the deadline for submitting offers. Suspensive condition regarding the conclusion of the contract: (1) The conclusion of the public procurement contract is subject to the suspensive condition of the completion of the award procedure and the signing of the contract no later than 20.12.2026. This is the deadline by which the funding from the state budget, allocated according to the State Budget Law for 2026 and Annex no. 7, can be committed. (2) If, for reasons not attributable to the Contracting Authority, the contract cannot be signed by the date provided for in paragraph (1), the condition is considered unfulfilled and the funding is lost. These reasons include the duration of the resolution of appeals and the legal waiting periods. The conclusion of the contract thus becomes impossible, and the Contracting Authority will cancel the procedure pursuant to art. 212 paragraph (1) letter c) of Law no. 98/2016. (3) The contracting authority shall pursue the conclusion of the contract expeditiously, in compliance with the legal deadlines. This condition does not give it the right to refuse, at its discretion, to sign the contract before the date provided for in paragraph (1). (4) By submitting the offer,The tenderers acknowledge this condition and accept that failure to comply with it does not entitle them to the conclusion of the contract, to compensation or to reimbursement of the costs of preparing the tender. The exception is situations in which the cancellation is attributable to the Contracting Authority, according to the law.
