The General Directorate of Internal Protection in Romania from Europe region has released this tender for The object of the procurement is the award of a service contract with the object of "Service for organizing and conducting training in the field of HUMINT, with an estimated value of 1,895,727.11 lei excluding VAT. Note: The price estimates, the number of services (accommodation, training, transport reimbursement, meals and coffee breaks) are calculated for a maximum duration of the course of 10 working days. According to the Financing Contract transposed by the Specifications no. NS 2012907 of 17.04.2026, the need of the contracting authority is represented by the purchase of a course for organizing and conducting training in the field of HUMINT of a minimum of 5 working days - maximum of 10 working days, for 67 specialists, organized in 4 series. In case the offers of the economic operators will be established for a number of days different from that established by the contracting authority, namely 10 (ten) days, the forms related to the acquisition will reflect this aspect. Each type of Service is composed of 4 elements: Training Services, Accommodation Services, Meal and coffee break services and Transport invoice. For accommodation services and transport invoice, the ceilings imposed by GD no. 714/2018 will be respected, and payment of the equivalent value of the transport invoice will be made based on consumption receipts, being paid strictly the equivalent value of the actual invoice made by the Provider, updated according to the number of people who will request the invoice, the distance traveled and the price per liter of fuel. Regarding the provision of meals, the ceilings imposed according to OMAI no. 36/2019 will be respected. Offers that exceed the values ​​previously set out will be declared unacceptable, in accordance with art. 137 paragraph (2) of Government Decision no. 395 of 2016. Brief description of the procedure: 4 training organization and delivery sessions will be organized, lasting 10 working days each, during mutually agreed periods between 17.08.2026 and 20.11.2026, which will be held in Brașov or Sibiu counties. 16 people/session will participate in three sessions, and 19 people/session will participate in the last session.
