Social services with accommodation for adults with disabilities of the type Assisted living services in the community - Center for independent living

The SOCIAL ASSISTANCE DIRECTORATE OF TIMISOARA MUNICIPALITY in Romania from Europe region has released this tender for In relation to the need to develop and diversify social services of local interest, according to Law 292/2011 - social assistance, Section 3 - Contracting social services, taking into account art. 84 para. (l) specific and differentiated social services may be contracted to ensure respect for and promotion of the rights of persons with disabilities. Regarding the social situation created by the normative acts concerning the deinstitutionalization process, Law 7 of January 4, 2023 on supporting the deinstitutionalization process of adult persons with disabilities and applying measures to accelerate it and prevent institutionalization, as well as for amending and supplementing certain normative acts, provides a limitation in art. 23 para. (2): "The financing of protective measures for adults with disabilities, provided by accredited private social service providers (…) is carried out based on the contracting provided for in art. 33 paragraph (2) of Law 448/2006, republished, with subsequent amendments and completions." The purpose of providing social services of this type is to provide adults with disabilities with specific social activities and services in the community. The social service of assisted living in the community for independent living, abbreviated LACVI, is a type of social service through which support is provided, for a determined period, so that adults with disabilities can participate fully and effectively in social life. The support is flexible and adapted, and the size and duration differ depending on the specific needs. LACVI complies with the set of standards for inclusive community housing for adults with disabilities, based on the principles of choice and control exercised by the person, separation of housing provision from support services, location in the community and in ordinary buildings, similar to those used by the rest of the population, as well as compliance with the principles of non-segregation, diversity, adaptation, accessibility, sustainability, safety and management in accordance with the preferences of people with disabilities (Order of the President of the National Authority for the Protection of the Rights of Persons with Disabilities no. 1.136/2023 on the approval of the set of standards for inclusive community housing for adults with disabilities). LACVI ensures support services provided by specialized personnel to adults with disabilities who are in the process of deinstitutionalization or at risk of re/institutionalization, with a view to exercising their right to choice and control in all areas of life. Social services will be purchased as described in the Specifications and Annexes for each lot. The number of days until which clarifications can be requested before the deadline for submission of bids is 18 days.The contracting authority establishes a single deadline within which it will respond clearly and completely to all requests for clarifications/additional information on the 11th day before the deadline for submission of bids.
