The AUTORITATEA PENTRU DIGITALIZAREA ROMANIEI in Romania from Europe region has released this tender for The object of the procurement concerns technical and financial audit services The object of this procurement is the provision of technical and financial audit services within the project Migration of IT applications and systems in the cloud MAS IC financed by the National Recovery and Resilience Plan PNRR For LOT 1 - Technical audit services The requested services consist of auditing the activities of the MAS IC Project from a technical perspective in order to meet the audit requirements set out in the Institutional Development Framework CID PNRR and in the Operational Arrangements Specific objective Obtaining the necessary assurances that the technical specifications of the migrated applications are consistent with the investment description in the analysis developed under milestone 143 and the Council s implementing decision and that the technical ICT requirements set out in the funding application and the specifications are fully met by implementing the activities for which expenses are requested by the Beneficiary in the Transfer Requests TR Transfer Request Utilization Statements for the investment financed under the MAS-IC Project For LOT 2 - Financial audit services The requested services consist of auditing all expenses and activities of the MAS IC project Specific objective Verification by the Financial Auditor that the amounts requested by the Beneficiary in the Transfer Requests TR Transfer Request Utilization Statements for the investment financed under the MAS-IC Project are related to expenses that have actually been incurred and are proven by original documents are legal accurate and eligible Tenders must be submitted for 2 lots Maximum number of lots that can be awarded to a single tenderer 2 Tenderers may submit tenders for one or more lots Provisions applicable only to lot 1 In order to avoid a potential conflict of interest the Contracting Authority does not allow economic operators who have the status of promisors-providers signatories of the framework agreement awarded within the public procurement procedure initiated by CN1077543 to participate as tenderers on lot 1 of this public procurement procedure Likewise the Contracting Authority does not allow economic operators who will have the status of promisors-providers signatories of the framework agreement to be awarded within the public procurement procedure initiated by CN1083774 to also have the status of promisors-providers on lot 1 of this public procurement procedure with tender notice no. 669321-2026 published on 07 Oct 2026.
