Technical project update and execution of capital repair works for the SE Port Tomis Dam and the platform related to this dam and construction site organization

The COMPANIA NATIONALA "ADMINISTRATIA PORTURILOR MARITIME" SA CONSTANTA in Romania from Europe region has released this tender for The object of the contract consists of updating the technical design and executing the capital repair works for the Port Tomis SE Dam and the platform related to this dam and the construction site organization, in accordance with the specifications of the Specifications no. 28157/21.07.2026. Within the contract, the Contractor's designer will prepare the following documentation:  Technical Expertise Documentation which includes: o Specialized studies (Topo, Geo, Hydro etc.) • Topographic study with OCPI visa, • Bathymetric study with verifier visa, • Geotechnical study with verifier visa, • Hydro study with verifier visa, Etc.  Documentation for obtaining CU, including construction site organization; is in accordance with the legislation in force (Law no. 50 of 1991 updated) and correlated with the requirements of the local administration issuing the CU, includes the Technical Memorandum and representative drawings that will be subject to the Approval of CTE CN APM SA in order to submit to the competent public authorities in order to obtain the CU.  Specialized studies required by the Urban Planning Certificate  Documentation for obtaining the approvals requested by the CU and at the same time, the documentation requested by another authority will be developed, whenever necessary, in accordance with the legal provisions in force.  Technical Documentation for Obtaining the Construction Authorization (DTAC) and Technical Documentation for Organizing the Execution (DTOE) -- includes the Technical Memorandum and representative drawings that will be subject to the CTE Approval of CN APM SA in order to submit to the competent public authorities in order to obtain the Construction Authorization.  The documentation of the "Technical Project with Execution Details, Specifications and Bills of Quantities" (PTh + DDE + CS + LC) will be in accordance with the framework content provided in GD 907/2016 regarding the stages of elaboration and the framework content of the technical-economic documentation related to the objectives/investment projects financed from public funds. o Project for monitoring behavior over time, including a plan for installing markers for topographic measurements  Technical assistance Taking into account the technical expertise developed and following site visits and the analysis of measurements and investigations carried out, the following intervention works emerged as necessary to remedy the highlighted degradations:  Restoring the dam profile  Restoring the platform related to the dam  Strengthening the guard wall with tender notice no. 673964-2026 published on 07 Oct 2026.
